About this file
This is an evaluation template and submission guide for Factor 2 (Experience/Specialized Experience) of a design-build contract solicitation for parking lot improvements at a VA Medical Center facility. Offerors must complete the attached spreadsheet (Attachment A) to document relevant project experience and will be evaluated solely on information provided within that template; submissions using alternative formats will not be evaluated.
Offerors must submit a maximum of six projects across four categories: (1) two completed projects demonstrating the lead Architect-Engineering Firm's prime contractor experience on similar-sized, recent design-build projects; (2) two completed projects from the lead Construction Contractor demonstrating prime contractor experience on comparable projects; (3) two joint design-build projects completed by both the prime contractor and AE partner firm together; and (4) two projects demonstrating specialized experience in parking lot reconfiguration with ADA/ABAAS improvements, structural steel/shade canopy systems, or Subsurface Utility Engineering (SUE)/geotechnical/utility capabilities. All submitted projects must be completed within five calendar years, involve a minimum contract value of $150,000, be performed as prime contractor, and include construction/renovation of infrastructure on active federal, healthcare, or institutional campuses. The Government will evaluate offerors more favorably for demonstrated design-build execution capability, timely project completion, experience within the NCO 21 geographic area, and specialized experience directly relevant to parking lot shade structure installation and reconfiguration work. Ratings range from Outstanding to Unacceptable based on whether proposals meet requirements, demonstrate adequate understanding, and present acceptable performance risk levels. Relevant projects are defined as new construction or repair/alteration completed within five years on VA Medical Center campuses or comparable facilities with complexity defined as design-build work involving multiple specialty trades and engineering.
