The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 seeks construction services to upgrade the Video Assessment Surveillance System at VA Caribbean Healthcare System in San Juan, Puerto Rico, with proposals due May 15, 2026 at 3:00 PM AST. The procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside, foreclosing competition outside that pool.
Place of performance is Calle Europa corner with Fernandez Juncos, Expreso José De Diego, San Juan, Puerto Rico. The project requires installation of new IP cameras with facial recognition and analytics capabilities, a new Video Management System, network video recorders, workstations with 60-inch monitors, and a CISCO 9300 network switch. The contractor must integrate the system with existing Software House PACS and Honeywell Vindicator IDS systems and remove and replace all existing cameras, cabling, and conduits. Work must be performed during non-business hours only to minimize disruption to patient care. The estimated project value is between $10 million and $20 million, with a performance period of 1,095 calendar days from notice to proceed, estimated June 3, 2026 through June 2, 2029.
Key personnel requirements include a Project Manager who is a Professional Engineer licensed in Puerto Rico with minimum 10 years of construction management experience, designated exclusively to the project, and a CCTV system installation supervisor with 10 years of experience and manufacturer certification. The contractor must perform at least 15% of contract costs with its own employees and provide performance and payment bonds. Existing asbestos-containing materials are present; the contractor is responsible for all abatement costs in impacted areas, with additional asbestos treated as a differing site condition under FAR 52.236-2.
Proposals must include technical volumes addressing technical approach and qualifications (maximum 80 pages), four relevant specialized experience projects from the past five years (maximum 30 pages), and past performance information. A signed bid bond of 20% of bid price or $3 million, whichever is less, and completed VAAR 852.219-75 Limitations on Subcontracting certification must accompany the price proposal. This Amendment 0003 to solicitation 36C24826R0064 for the Upgrade Video Assessment Surveillance System project, is issued to extend the proposal due date to allow interested vendors additional time to obtain supplier pricing information and complete their proposals. Additionally, to clarify that the offerors must use the camera count as per the drawings. The revised Proposal Due Date is: May 15, 2026, at 3:00 PM (AST). The period for submission of questions related to this solicitation is closed. All offerors are required to acknowledge receipt of Amendment 0003 in accordance with the instructions in the solicitation and SF-30. Except as revised by this amendment, all other terms and conditions remain unchanged and in full force and effect.
