About this opportunity
The Department of Veterans Affairs Network Contracting Office (NCO) 10 seeks to replace dual duct mixing boxes on the second floor of the Cincinnati VA Medical Center, with sealed bids due June 16, 2026 at 1:00 PM EDT. This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), limiting competition to VA-certified firms meeting NAICS code 238220 with a $19 million size standard.
Place of performance is 3200 Vine Street, Cincinnati, Ohio. The contract is firm-fixed-price with an estimated magnitude between $1,000,000 and $2,500,000 and a mandatory performance period of 365 calendar days from receipt of Notice to Proceed, or 350 calendar days if Deduct Alternate #2 is selected. The project scope includes replacement of dual duct mixing boxes with fan coil or terminal units, installation of new chilled water pump and lines, asbestos abatement of approximately 250 square feet of tan duct mastic, 2 square feet of cork tar wrap, and 48 linear feet of grey mudded pipe insulation, and electrical work in an occupied hospital facility.
Critical requirements include OSHA compliance for lead-based paint remediation on white-painted plaster walls (480 ppm lead), Class III infection control containment with negative air pressure at -0.02" water column gauge, weekend-only corridor abatement work (8 PM Friday to 6 AM Monday), pre-functional and systems functional performance testing, and operational training for VA personnel. All on-site workers must comply with VHA Directive 1192.01 mandatory seasonal influenza vaccination or masking requirements. Contractors must submit a bid bond of not less than 20 percent of bid price, performance and payment bonds within 10 days of award, proof of current SDVOSB certification in the Dynamic Small Business Search database at submission and prior to award, and a completed Certificate of Compliance with 75% subcontracting limitations for special trade construction (material costs excluded). A mandatory organized site visit is scheduled for May 19, 2026 at 11:00 AM EST. Requests for Information were due May 27, 2026 and responses have been posted. Davis-Bacon prevailing wage rates apply; hourly rates range from $22.28 to $57.41 depending on labor classification.
