About this file

This is an Amendment/Modification (Standard Form 30) to a Request for Invitation for Bid (IFB) for the Department of Veterans Affairs Network Contracting Office (NCO) in Cincinnati, Ohio. The amendment extends the bid opening date and time to June 16, 2026, at 1:00 PM EDT and provides government responses to ten Requests for Information (RFIs) submitted by prospective bidders.

The project involves replacing dual duct mixing boxes on the second floor of the Veterans Affairs Medical Center (VAMC) in Cincinnati, Ohio (Project Number 539-21-201, Solicitation 36C25026B0042). Key clarifications from the RFI responses include: no guaranteed laydown space available for contractors; no contractor parking permitted on the VA campus; superintendent and Site Safety and Health Officer (SSHO) roles may be combined; lead-based paint (480 ppm) is present on white-painted plaster walls requiring OSHA compliance; Procore construction management software is acceptable; life safety drawings showing existing smoke and fire walls are provided; asbestos-containing material (ACM) removal is limited to mechanical demolition scope only; corridor abatement work must occur during weekends (8 PM Friday to 6 AM Monday) with traffic restrictions permitted during those hours; and paint is an acceptable finish alternative for wall covering with coordination required for color matching. Three technical attachments are referenced: Lead Paint Report, Life Safety Plan, and ACM Survey Report. The contracting officer for this amendment is Ronald Heidemann (NCO1015L3-0502).

QUESTIONS AND ANSWERS

1. RFI #1 Question: spec 01 00 00 lay down and dumpster area: Where will the laydown and dumpsters area be located?

Answer: There is no guarantee of laydown space, contractors shall plan accordingly to support their material. Yes, power is available. Dumpster location will be coordinated with COR.

2. RFI #2 Question: Parking: How many parking spaces will be provided?

Answer: Per specification 010000 section: 1.5F2. There will be no parking by any contractors on the VA campus

3. RFI #3 Question: spec 01 35 26 SSHO: Can the superintendent be dual-hatted and fulfill the role of SSHO?

Answer: Yes, the superintendent and SSHO can perform both roles

4. RFI #4 Question: spec 02 83 33.13 LBP: Can the government please identify the location and quantities of LBP (lead-based paint) remediation?

Answer: The samples tested pertained to painted plaster (white) walls. The analytical results indicated that the white-painted plaster walls contain 480 parts per million (ppm) of lead. If white painted plaster walls are Impacted by the project, contractors should be aware and take the appropriate precautions to comply with OSHA regulations and VA project specifications – see lead paint report attached.

5. RFI #5 Question: Procore software: Will the government accept the use of Procore construction management software?

Answer: Yes.

6. RFI #6 Question: Life safety drawings: Can the government please provide life safety drawing showing existing smoke and fire walls within the project boundaries?

7. RFI #7 Question: spec 02 82 11 asbestos abatement 1.1.2 extent of work: Is all the ACM removal associated with the mechanical demo? I.E. no abatement is expected to remove mastic etc. on duct, pipe boxes that are not shown for removal.

Answer: Yes, the abatement scope is associated with the mechanical demo- see mechanical drawings - see attachment.

8. RFI #8 Question: spec 02 82 11 asbestos abatement 1.1.2 extent of work material locations table: Where is Corridor A-2-15 located?

Would the Government allow the phasing for the abatement to include "owning" both sides of the corridors (closed to traffic) for the abatement in the corridors?

Answer: All work within corridors shall occur during weekends, between 8PM Friday and 6AM Monday. The corridors shall be opened for normal operations outside of these hours. It is permissible to own both sides (closing traffic) during weekend work. Coordinate with COR.
