About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 8 is procuring site preparation and renovation services for installation of a new PET/CT imaging system at Bay Pines VAMC in Bay Pines, Florida, with proposals due June 16, 2026, at 4:00 PM EDT. This procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under 38 U.S.C. 8127.

Place of performance is the C.W. Bill Young Department of Veterans Affairs Medical Center, 10000 Bay Pines Boulevard, Bay Pines, Florida 33744. Work includes creation of a new PET/CT Scan Room (2C118) and Control Room (2C107) within existing imaging space footprints, carving out a new Equipment Room (114) from reconfigured corridor areas, and modifications to the Nuclear Medicine suite including upgrades to Check-In area (2C129) for improved patient privacy. The facility operates 24/7; contractors must coordinate all phased construction with medical center operations, submit construction plans with 30-day advance notice before starting work in any area, maintain continuous security (badge requirements, vehicle authorization submitted 24 hours in advance), and preserve access to medical center roads, entrances, and pathways.

Key qualification requirements include submission of OSHA Form 300 data for 2023–2026 with an Experience Modification Rate (EMR) no greater than 1.0 and no serious, willful, or repeat OSHA violations within three years. Pre-renovation environmental surveys identified asbestos-containing materials in floor tile mastics (approximately 1,414 square feet), mechanical system insulation, and 20 interior wood doors and frames assumed asbestos-containing, requiring removal by a Florida-licensed contractor as OSHA Class II work prior to renovation. Mold sampling detected Penicillium/Aspergillus spores on windowsills and door thresholds requiring cleaning prior to renovation.

Period of performance is 401 calendar days from Notice to Proceed. Project magnitude is between $2 million and $5 million. NAICS code 236220 applies with a $45 million small business size standard. All contractors must be registered with SAM.gov before award and maintain registration through final invoice payment. An organized site visit is scheduled for May 26, 2026, at 10:00 AM ET. The original RFQ 36C24826Q0459 was converted to RFP 36C24826R0112. Contracting Officer is Cynda Rosa; Contracting Specialist is Laurie Whitmore (Laurie.Whitmore@va.gov, Cynda.Rosa@va.gov).
