Statement of Work for PET/CT Suite Installation at Bay Pines VA Health Care Center
This Statement of Work outlines the preparation and renovation of existing Nuclear Medicine spaces on the second floor of Bay Pines Building 100 in Bay Pines, Florida to accommodate a new Siemens Biograph Vision 600 PET/CT scanner and supporting facilities. The project scope includes creating a new PET/CT scan room (2C118), control room (2C107), and equipment room (114) within the existing Nuclear Medicine suite footprint; renovating the patient check-in area for improved privacy; and reconfiguring the south side of the suite to accommodate a new hot lab (2C120), toilet (2C124A), thyroid scanning room, three patient uptake rooms, consulting room (2C125A), and office space. The existing toilet room (2C122D) requires complete renovation with lead-lined gypsum board walls and lead-lined door and frame to support radiation safety requirements. The project is estimated at 401 calendar days or 287 working days (approximately 13 months and 5 days) from Notice to Proceed to Final Completion and will be executed in phased construction to minimize disruption to ongoing 24/7 Nuclear Medicine operations, with some work periods occurring on weekends. All construction must comply with ICRA guidelines and incorporate manufacturer-specified lead shielding infrastructure per Siemens requirements.
The contractor is responsible for site preparation, demolition, abatement, and handling of asbestos-containing materials per Division 1 and Division 2 of the Project Specifications. Key requirements include obtaining VA security badges and implementing a VA-required Security Plan; confining construction activities and materials storage to COR-approved areas; maintaining clear access to medical center roads, entrances, and pathways; minimizing noise and disruption to clinical operations; submitting a phased construction plan with two weeks' advance notice before starting work in any area; coordinating with Siemens and supporting their scanner installation; requesting utility shutdowns with 7 days' notice for standard requests and 21 days' notice for major shutdowns; performing pre-construction surveys and protecting existing conditions; and maintaining continuous utility service to the facility. The contractor must submit detailed Testing and Commissioning Plans, maintain two complete sets of continuously updated as-built drawings in PDF format at the end of each phase, provide factory-trained personnel for staff training, submit a Warranty Management Plan 30 days before the pre-warranty conference, participate in joint 4-month and 9-month warranty inspections, and provide complete operation and maintenance manuals in both electronic and hard copy formats for all installed equipment.

STATEMENT OF WORK
Project No 516-CSI-134
Prepare Site for Installation of a New PET/CT Bay Pines VA Health Care Center – Bay Pines, FL
1. Background and Objective
1.1. This project transforms existing Nuclear Medicine spaces on the second floor of Bay Pines Building 100 to establish a new PET/CT suite, comprising a scan room (new Siemens Biograph Vision 600 PET/CT scanner), control room, and equipment room, alongside a renovated toilet and improved patient check-in.
Simultaneously, the south side of the suite will be reconfigured to accommodate a new hot lab, toilet, thyroid scanning room, three uptake rooms, and an office.
Phased construction will maintain ongoing Nuclear Medicine operations, adhering to ICRA guidelines and incorporating manufacturer-specified lead shielding for the new PET/CT scanner. The Project Duration (NTP to Final Completion) is estimated at 401 calendar days or 287 working days (13 months and 5 days) and will be executed in phases to minimize disruption to ongoing operations. These phases will include some work periods that must occur on weekends to accommodate the continued use of the existing PET/CT scanner and other Equipment in the same suite.
1.2. The project creates a new PET/CT Scan Room (2C118) and Control Room 2C107 in the footprint of the existing Imaging Room 2C118 and adjacent Dosage Admin 2C107 and Storage 2C107A. A new PET/CT Equipment Room (114) will be carved out of the nearby, reconfigured corridor areas. Also, the project modifies several areas within the Nuclear Medicine suite. Modified areas include Check-In 2C129 to provide better patient privacy. The new Med Gas closet 2C129A will house functions previously located in Storage 2C107A. Existing Toilet Room 2C122D will be gut renovated to facilitate the installation of lead-lined gypsum board walls and lead-lined door and frame. New fixtures will replace existing fixtures in the same arrangement once the shielding features are added. Along the south side of the Nuclear Medicine Suite, several rooms will be modified to create a new Hot Lab 2C120, a new Toilet 2C124A, and a Consult Room 2C125A. Three new patient uptake rooms and an office will round out the upgrades in this area. New interior modifications will be limited to small areas in phases to facilitate continued operations of the Nuclear Medicine suite with minimal interruptions. The construction areas will be properly sealed off in accordance with ICRA requirements. The new PET/CT scanner and associated spaces will be fully supported with new lead-lined shielding infrastructure per the manufacturer’s requirements. The Project Drawings and Specifications shall govern in the event of any discrepancies with this Statement of Work.
1.3. The Project Drawings specify several items requiring the contractor’s coordination and approval from the PET/CT manufacturer, Siemens. Specific coordination details, contact information, and the RFI process with Siemens will be provided at Notice to Proceed. Additionally, the contractor shall coordinate with Siemens and support them as necessary for their installation of the scanner.
