About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VISN 17) is seeking quotes for roof repair work on Building 9 at the Dallas VA Medical Center under solicitation 36C25725Q0198. The project involves replacing approximately 3,500 square feet of shingle roofing with OC Oakridge Desert Tan Shingles, installing 1,000 linear feet of new gutters, and constructing a metal canopy between the existing framed and metal buildings. Key contract requirements include obtaining a 1-year installation warranty, replacing up to 35% of damaged roof decking, repairing wood fascia and dormers, and completing all work within 40 hours. Contractors must have workers with 10-hour OSHA cards and provide daily visitor badges, with work performed between 7:00am and 5:00pm CST, Monday through Friday. The evaluation will be based on lowest price technically acceptable (LPTA), with quotes due on March 17, 2025, at 10:00am CST.
The solicitation is not set aside for any specific business type, though previous amendments indicated potential SDVOSB considerations. The estimated project value ranges between $25,000 and $100,000, with a 90-day performance period from the Notice to Proceed. The work will be performed at 4500 South Lancaster Road in Dallas, Texas, with the building remaining occupied by engineering staff during construction. Contractors must comply with VA safety and infection control standards, obtain necessary permits, and coordinate closely with the Contracting Officer's Representative. Payment and performance bonds are required within 10 days after award, and the project includes provisions for fall protection, sustainable practices, and adherence to federal acquisition regulations. The contractor must maintain a 95% uptime commitment and complete all work to meet the VA's technical specifications and site conditions as documented in multiple amendments and supporting photographs.
