About this file
This is a Questions & Answers document for RFI #36C25725Q0198 regarding roof repairs at Building 9 of the Dallas VA Medical Center.
The project involves replacing approximately 3,500 square feet of shingle roofing with OC Oakridge Desert Tan Shingles, installing 1,000 linear feet of new gutters, and installing a metal canopy between the framed building and metal building. Key specifications include: a 1-year installation warranty requirement, 35% allowance for damaged deck replacement, replacement of damaged wood fascia, and dormer repairs. The building will remain occupied during construction by engineering staff, with some noise tolerance permitted. Workers must have 10-hour OSHA cards, and daily visitor badges will be required. Payment and performance bonds are required per Amendment 0002, though bid bonds are not needed. The existing roof is over 30 years old, and the facility has provided drawings for the covered structure design through Amendment 0002 rather than allowing contractor-proposed solutions.

A6. Amendment A0002 has been placed to clarify that a payment/performance bond is required for this solicitation.
Q7. Do we need a bid bond?
A7. No, it is not required.
Q8. The area between Building 9 and the portable building have three different roof lines at different levels which is the main problem area for leaks. During the site visit it was mentioned for the contractors to come up with their own design to fix this area which could be anything ranging from something close to what is currently there to changing the overall roof structures completely so this leaves a lot of room for error in bidding the project.
Can the VA provide a detailed roof plan to show how the roof structure needs to change?
A8. Amendment 0002 has provided the drawings for the covered structure. Contractors do not need to come up with their own design, it will not be accepted.
Q9. Under “Scope of Work” page 5 paragraph B. in the solicitation the first two sentences read
“Provide all labor, equipment, materials, tools, and supervision to Replace shingles and underlayment. Replace with OC Oakridge Desert Tan Shingles.” Further down under the same paragraph on the 4th and 5th bullet points of emphasis reads, “Remove damaged/lifted shingles around sections with missing shingles.”; “Replace missing singles at dormer facades.”
Do you want the entire roof to be replaced, or do you only want to fix/stop the leaks?

A10. Yes.

A11. This has been corrected under Amendment 0002.
Q12. Is an asbestos and lead based paint survey available? This is an old building well within the range of asbestos materials used in construction.
A12. No. No survey available.

A13. Yes.
Q14. Will contractor personnel be required to get long term badging?
A14. No.

Q14 b. Reading further I see visitors’ badges are required for building 9. Is this daily?
A14 b. Yes this will be daily.
Q14 c. Are both required? One for the facility and one for the building?
A14 c. There will only be one badge.
Q15. VANTXHCS Construction Safety Accident Prevention plan is referenced along with the
Infectious Control Standards and Patient Safety Requirements. Can we get a copy to see if it will alter our approach to construction?
A15. See attached PICRA / ICRA .
Q16. Will the building be occupied during working hours?
A16. Yes.
Q17. The 1951 As Builts are a big help but the connection that is leaking between the two buildings can be fixed several ways but may involve altering the structures of the roofs. It is a low point that is holding water based on the site visit that must be corrected so it drains properly. Can you provide a detail with how you want it restructured to stop the leaking?
A17. Amendment 0002 has provided the drawings for the covered structure. Contractors do not need to come up with their own design, it will not be accepted.

A18. a. Possible roof tar.
Q19. What is the condition of the underlayment and deck?
A19. Undetermined, information is not available.
Q19. a. Were cores done?
A19. a. No.
Q19. b. We can’t price damaged hidden materials. Can you provide an approximate quantity?
For example, we expect 10% of the deck to be rotten. That way we are all bidding the same amount.
A19 b. Use 35%.
Q20. Scope of work page 5 of 76, is there a design for the canopy to be installed?
A20. Yes. Please see amendment 002.

A.25 yes include the dormer.
Q26. How old is the current roof?
A26. 30 years plus.
Q27. Can we request a second short site visit?
