About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 17, seeks a contractor to replace boilers and associated plant systems at the West Texas VA Healthcare System in Big Spring, Texas, with sealed bids due August 17, 2026, at 1:00 p.m. CDT. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, foreclosing competition outside that pool.
Place of performance is Big Spring, Texas (300 Veterans Boulevard, Big Spring, TX 79720). The scope encompasses demolition of existing boilers and systems, installation of three new 200 HP fire-tube boilers, boiler plant piping, fuel trains, breechings/stacks, feedwater/condensate systems, and all mechanical and electrical upgrades. The contractor must maintain uninterrupted facility operations using temporary boilers during construction, complete startup, testing, commissioning, and provide operator training. The contract performance period is 550 calendar days from Notice to Proceed. The estimated project magnitude is between $5,000,000 and $10,000,000. NAICS code is 237130; PSC code is Z2DA.
All bidders must hold SBA VetCert Program SDVOSB certification, maintain active SAM.gov registration, and demonstrate OSHA and EPA compliance with an Experience Modification Rate of 1.0 or less. Special trade construction subcontracting is limited to 75 percent of contract value (excluding materials) to non-SDVOSB firms. Bid guarantee is 20 percent of bid price or $3,000,000 (whichever is less). Performance and payment bonds are required within ten days of award.
The work requires compliance with VHA Boiler and Associated Plant Safety Device Testing Manual (Eighth Edition, July 2024), spray-type deaerator design, low-pressure air atomizing burner systems, infection control and pre-construction risk assessments, OSHA 10/30 training, and VA design standards. The contractor bears responsibility for all temporary boiler permits, inspections, state registrations, licensed operators, water treatment, fuel supply, and 24/7 monitoring. Asbestos, lead-based paint, and PCB surveys have been completed and are included in solicitation attachments.
Amendment 0006, effective July 30, 2026, inserted FAR clauses 52.225-11 and 52.225-12 (Buy American for construction materials), removed FAR clause 52.249-10, and clarified that invoicing requires submission of a Schedule of Values with each invoice, with billing only for fully completed SOV line items. Prior amendments extended the deadline from the original June 4, 2026, and added a second site visit on May 18, 2026. Public bid opening is scheduled for August 18, 2026, at 1:15 p.m. CT via Microsoft Teams.
