About this file
This is Amendment 0006 to Solicitation 36C25726B0006 issued by the Department of Veterans Affairs, VA-VHA-RPOW-2026-0001, for work at Central Texas Veterans Health Care System in Temple, Texas. The amendment is effective July 30, 2026, with requisition/purchase request number 519-20-200.
The amendment makes three substantive changes to the solicitation: it inserts two FAR clauses (52.225-11 and 52.225-12 regarding Buy American requirements for construction materials under trade agreements, dated November 2025 and May 2014 respectively); removes FAR clause 52.249-10 and clarifies that terminations for default are governed under FAR clause 52.212-4 for commercial items; and establishes invoicing requirements whereby the awarded contractor must submit a Schedule of Values (SOV) with each invoice and may invoice only for SOV line items that have been fully completed during the billing period. The amendment also provides a vendor question and government response regarding electrical work. The vendor inquired about temporary feed points and drawings for maintaining power to MCC-B during MCC-A replacement. The government response specifies that MCC-B shall be temporarily fed from a new 400A Temporary Panel "T" per Drawing ET601, and that the government is determining which existing MCC-A loads must remain energized, with the contractor to confirm accommodation using available capacity on Temporary Panel "T" (approximately 200A spare capacity, with MCC-B drawing approximately 140A and leaving an estimated 60A available for additional requirements).

Vendor Question:
Drawing EP601 indicates that MCC-B is fed from MCC-A. MCC-A is being replaced under the solicitation. Per a previous RFI response, MCC-B is required to remain energized.
1. Please provide the temporary feed point, drawing details, and scope of work necessary to maintain power to MCC-B during the replacement of MCC-A.
2. Please confirm whether any existing loads currently fed from MCC-A are required to remain energized during MCC-A replacement. If temporary feeding of any loads is required, please provide the temporary power source, associated drawings, and scope of work.
Government Response:
1. MCC-B shall be temporarily fed from the new 400A Temporary Panel “T” as shown on
Drawing ET601.
2. The Government is determining whether any existing loads served by MCC-A must remain energized during replacement. Should temporary power be required for any MCC-A loads, the contractor will be notified, and the Government will identify which loads require temporary power. The contractor shall then confirm whether those loads can be accommodated using the available capacity on Temporary Panel “T,” which currently has approximately 200A spare capacity. MCC-B is expected to draw approximately 140A, leaving an estimated 60A available for any additional temporary load requirements.
