About this file
This document is an instruction template for calculating self-performed work requirements under the Veterans Affairs Acquisition Regulation (VAAR 852.219-73) "Limitations on Subcontracting" clause.
The template requires offerors to complete four calculations at proposal submission: (a) total proposed price, (b) amount projected to be paid to non-VetCert listed Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), (c) the percentage of non-VetCert work relative to total price, and (d) the percentage of self-performed work. The subcontracting limitations vary by contract type: A/E-Services contracts cannot pay more than 50% of government-paid amounts to non-SBA Certified VOSBs; general construction contracts cannot exceed 85% to non-certified SDVOSBs; and special trade contractor contracts cannot exceed 75% to non-certified SDVOSBs. Offerors must verify SDVOSB certification status through the SBA Veterans Small Business Certification Program (VetCert) portal at https://veterans.certify.sba.gov/.
