About this file
This is a Special Standard of Responsibility document outlining solicitation submittal requirements for offerors on a federal contract opportunity, likely involving Virginia (VAAR reference).
Offerors must submit three key compliance documents prior to solicitation closing. First, offerors must provide a Summary of Work-Related Injuries and Illnesses affirming no more than three serious violations, one repeat violation, or one willful OSHA or EPA violation within the past three years. Second, offerors must provide documentation demonstrating an Experience Modification Rate (EMR) of 1.0 or less. Third, offerors must complete and submit the certificate included in VAAR clause 852.219-75 regarding limitations on subcontracting. For partnerships or joint ventures, these submittal requirements apply to each contractor within the partnership or joint venture and to the entity itself, though EMR documentation is not required for subcontractors. Failure to submit the completed VAAR 852.219-75 certificate will result in automatic removal of the proposal from consideration for award.
