Summary: 100% Specifications - Replace Boilers at West Texas VA Health Care System

This document is a comprehensive 100% design specification package for replacing boilers at the West Texas VA Health Care System in Big Spring, Texas. The project is identified as Project No. 519-20-200 under Contract No. 36C25720D0060, Task Order No. 36C25721N0270, dated October 15, 2025. The specification encompasses detailed requirements across 31 divisions of construction work, including general requirements, demolition, concrete, masonry, structural steel, roofing, mechanical systems, electrical systems, and specialized infrastructure components. The document references extensive industry standards and codes, including ASTM, AISC, AWS, NFPA, and VA-specific requirements, establishing rigorous quality control, safety, and sustainability standards throughout the project lifecycle.

The specifications detail comprehensive requirements for boiler plant systems replacement, encompassing mechanical equipment including steam and hot water boiler systems, pumps, piping, controls, and associated accessories. Key operational requirements include testing and commissioning protocols, operation and maintenance training for facility personnel, five-year warranty on roofing systems, and extended warranties on HVAC and other critical equipment. The project mandates compliance with infection control protocols specific to medical facility construction, environmental protection measures, construction waste management with 50% diversion requirements, and sustainable construction practices including low-pollutant-emitting materials and recycled content standards. Safety requirements emphasize comprehensive accident prevention planning, specialized competent person qualifications for high-risk work, extensive daily site inspections, and adherence to OSHA regulations. The contractor must establish a Critical Path Method schedule, maintain detailed quality control documentation through all phases, and provide as-built drawings, systems manuals, and comprehensive commissioning documentation upon project completion.
