The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 seeks sealed-bid construction services to upgrade the television system network at John D. Dingell VA Medical Center in Detroit, Michigan, with bids due June 11, 2026 at 1:00 p.m. EDT. This is a 100 percent set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The original solicitation closed April 28; Amendments 0001 and 0002 (May 4, 2026) and Amendment 0003 (May 7, 2026) extended the deadline to June 11.

Place of performance is Detroit, Michigan. The scope covers installation of approximately 6,000 linear feet of fiber optic cable and cable raceways, up to 40 mitigation boards, up to 45 fiber distribution boxes, and assembly and installation of government-furnished equipment including up to 35 networking racks, 45 uninterrupted power supplies, 40 ethernet switches, 80 fiber optic transceivers, and 45 keystone patch panels within a 240 calendar-day period from Notice to Proceed. Work is limited to 7:00 a.m. to 3:30 p.m. in patient-care areas. The contractor must install Infection Control Risk Assessment (ICRA) barriers, including 15 areas requiring Level III containment and 7 requiring Level IV containment (hard barriers), and provide air scrubbers with ductwork in communications closets and interstitial spaces. All installations must comply with VA Technical Information Library Specification and VA Telecom Design Guide standards, NEC standards, and TIA standards.

The contract is firm-fixed-price with estimated magnitude between $500,000 and $1,000,000. Contractors must demonstrate no more than three serious OSHA violations or one repeat/willful violation in the past three years and submit an Experience Modification Rate (EMR) certification with three years of OSHA safety data (2022–2024). Bid guarantees (minimum 20 percent of bid price, capped at $3,000,000) are required. Performance and payment bonds (Standard Form 25) are due within 10 days of award for contracts exceeding $150,000. Personnel are subject to background investigations commensurate with access level and must comply with E-Verify requirements.
