About this file

This is a Question and Answer document from a federal contract solicitation addressing discrepancies between contract drawings and scope of work specifications.

The question raised concerns conflicting information between the fiber optic riser diagram (one-line drawing) and floor plan drawings (Sheets 100-ETxxx series), where the one-line diagram indicated new data racks in multiple telecom/electrical rooms while floor plans appeared to show existing racks in those same locations. The contractor sought clarification on which condition should be included in the base bid. The Government's answer, provided by the Contract Officer Representative (COR) following a building walkthrough, clarified that existing racks connected by orange fiber are already in place with fiber optics and raceways installed. The contractor is responsible for installing only Government Furnished Equipment (GFE) network racks and associated materials. All materials must comply with the VA Technical Information Library Specification and VA Telecom Design Guide standards. An exception was noted for mitigation boards, which are to be 4'X4' due to limited wall space. The attached itemized Excel spreadsheet provides the accurate quantity count of GFEs required for installation by the contractor. The scope includes approximately 6,000 feet of raceway and cable installation. The spreadsheet also lists required materials including mitigation boards, racks, switches, UPS units, fiber switches or distribution boxes, power strips, transceivers, and PortKeystone patch panels, designating which items are procured by the contractor and which are Government Furnished Equipment.

Text version

Question 29 : We have identified discrepancies between the fiber optic riser diagram (one-line) and the floor plan drawings.

- The one-line diagram indicates new data racks in multiple telecom/electrical room.

- The floor plan (Sheets 100-ETxxx series) appears to show existing racks in those same locations.

Due to this conflict, it is unclear which condition is to be included in the base bid.

Please provide an explanation of the complete scope of work for this Solicitation as well as a specific answer to the above.

Answer: See Attached itemized excel spreadsheet as the contract Officer Representative (COR) walked the entire building to verify existing racks connected by orange fiber and where the Government Furnished Network racks are to be installed. Only change in SOW is the equipment/materials required to be installed.

All existing racks already have fiber optics and raceways installed. All materials are to be based on the VA Technical Information Library Specified and the VA Telecom Design Guide. Only exception due to the limited walls space is the mitigation boards are to be 4’X4’.

Based on the attached excel spreadsheet. Under (QTY) Materials needed is the accurate count of GFE’s required to be installed by the contractor. Est. 6000 feet of raceway and cable remain the same.
