The Department of Veterans Affairs Veterans Health Administration (VA) is seeking a contractor to upgrade emergency generators at the Northport VA Medical Center in New York through solicitation 36C24225R0007. The project involves comprehensive generator infrastructure replacement, including installing new underground fuel oil storage tanks, removing existing tanks, constructing a new generator room addition, installing emergency generators with paralleling switchgear, and replacing existing transfer switches and power distribution equipment. Evaluation will be conducted using a best value trade-off methodology, with technical capability and past performance factors being more important than price. Key technical evaluation factors include experience with multi-generator paralleled emergency power systems in healthcare facilities, construction phasing, building new emergency power system structures, and retrofitting low voltage switchgear in occupied facilities. Important dates include a site visit on December 9, 2024, RFI deadline of December 19, 2024, and proposal submission deadline of January 14, 2025 at 11:00 AM EST.
