About this opportunity

The National Park Service Intermountain Region seeks hot mix asphalt and mobile plant services for Yellowstone National Park, with quotes due May 28 and Amendment 0001 issued May 26 clarifying base and optional quantities. This is an unrestricted procurement (no set-aside).

Place of performance is Norris Junction Pit, approximately 22 miles south of Mammoth Hot Springs, Wyoming. Period of performance runs August 3 through October 30, 2026, with mobilization required no later than August 10, 2026. The contractor must furnish a mobile asphalt mixing plant capable of producing 120 tons per hour and between 100 and 900 tons daily, along with hot mix asphalt meeting PG58-34 specification with 1% Type 3 anti-strip additive. Deliveries occur primarily Monday through Thursday with occasional Friday and Saturday deliveries as approved by the Contracting Officer Representative.

The base quantity is 6,350 tons priced per ton (Line Item 10), with an optional additional 1,850 tons separately priced under FAR 52.217-7 (Line Item 20). The hot mix asphalt plant is included in the base quantity pricing. Aggregate must meet Los Angeles abrasion of 35 percent maximum, 90 percent minimum fractured faces, and sand equivalent of 45 minimum. Quoters must submit two direct past experiences within the last three years of similar size and scope, including project descriptions, contract numbers, points of contact, and dollar values. Technical capability documentation must include setup timeline, daily work schedule sample, certified personnel credentials, and valid CDL licenses for Montana, Wyoming, and Idaho.

Evaluation weighs price, technical capability, and past experience for best overall value. Quotes must remain valid for 180 days minimum. Award is anticipated June 30, 2026.
