About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 is soliciting construction services for Project 546-23-105 to create redundancy capacity in the chiller plant system at the Bruce W. Carter VA Medical Center in Miami, Florida. The project involves constructing a new four-story building addition that will house a 1,250-ton water-cooled chiller on the second level, a two-cell cooling tower on the roof, electrical support equipment on the third level, and preparation for an additional electrical generator on the fourth level, along with site preparation, demolition of existing structures, and installation of chilled and condenser water system connections. The contractor must complete all work within either 730 or 1,095 calendar days from the Notice to Proceed, depending on the contract version, with liquidated damages of $1,000 to $5,500 per calendar day for schedule delays. Evaluation will be based on technical approach (specialized experience, management capability, project planning, and energy efficiency), past performance, and price, with technical factors and past performance combined as significantly more important than price. Proposals were originally due April 13, 2026, but have been extended to April 27, 2026, at 11:00 AM Eastern Standard Time, with Requests for Information having been due March 25, 2026, and a mandatory site visit having occurred on March 18, 2026.
This solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under a tiered evaluation approach, with potential fallback to Veteran-Owned Small Businesses (VOSBs), other small businesses, and large businesses if no awardable offers are received at higher tiers. The contract is anticipated to be firm-fixed-price with an estimated value between $10 million and $20 million, and requires a bid guarantee of 20 percent of the proposal price (not to exceed $3 million) along with performance and payment bonds. The principal NAICS code is 236220 (Commercial and Institutional Building Construction), and the product/service code is Y1NB (Construction of Heating and Cooling Plants). Offerors must comply with Davis-Bacon wage determination FL20260215 applicable to Miami-Dade County, provide specialized experience documentation for three completed projects, submit past performance references, and certify compliance with subcontracting limitations for small businesses.
