About this file

This is a Final Bid Specification Document for a construction project at Bruce W. Carter VA Medical Center in Miami, Florida. The project (546-23-105) involves creating redundancy capacity in the chiller plant system and repairing/replacing the chilled and condensed water systems. The estimated project completion time is 300 days, with a Base Bid for full construction and an Alternate No. 1 that deducts the Fourth Level of the new building adjacent to Building 44. The scope includes general construction, alterations, paving, grading, drainage, demolition of existing structures, and installation of mechanical, architectural, civil/site, utility, and electrical work. Key deliverables include submittal registers, Quality Control (QC) plans with three-phase control (Preparatory, Initial, and Follow-Up), Shop Drawings and product data submittals, Safety Requirements with Activity Hazard Analyses, Testing Laboratory Services for materials testing, and Special Inspections with a designated Special Inspector of Record (SIOR). The specification document references numerous technical sections covering concrete, structural steel, welding, bolting, metal deck, HVAC systems, plumbing, electrical installations, fire protection, and testing protocols.

The contractor must establish a comprehensive Quality Control system, submit a CQC Plan within 30 days of Notice to Proceed, and maintain daily QC reports documenting all work activities, tests, and inspections. Safety requirements mandate an Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), and designation of a Site Safety and Health Officer (SSHO) with OSHA 30-hour training, while all workers require OSHA 10-hour training. Environmental Protection measures include erosion and sediment control plans, noise monitoring (with maximum decibel limits), dust control, and water quality management. A limited hazardous materials assessment (asbestos, lead paint, PCBs, and mold) was conducted in February 2024 with negative results. The project requires compliance with FAR clauses, VA-specific directives, building codes, and standards from organizations including ASHRAE, NFPA, AISC, ACI, and AWS. Warranty management includes extended product warranties for roofs, HVAC balancing, pumps, motors, transformers, and critical systems, with a joint 4-month and 9-month warranty inspection period measured from acceptance.
