The scope includes site preparation, demolition of existing structures, building construction, equipment installation, and full testing and commissioning of the chilled water system. The contract is a firm-fixed-price engagement with a mandatory performance period of 730 calendar days from Notice to Proceed.
The solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs) under a tiered evaluation approach, with potential evaluation of other small businesses and large businesses if no awardable offers are received at higher tiers. Proposals are due April 13, 2026, at 11:00 AM EST, with a site visit scheduled for March 18, 2026, and RFI submissions due March 25, 2026. A bid guarantee of 20 percent of the proposal price (not to exceed $3 million) and performance and payment bonds are required. Evaluation criteria include technical approach (specialized experience, management capability, project planning/schedule, energy efficiency), past performance, and price, with technical factors and past performance combined as significantly more important than price. Liquidated damages of $1,000 per calendar day apply for failure to complete within the contract timeline. The project magnitude ranges between $10 million and $20 million, with Davis Bacon wage determination FL20260215 applicable.

II. Scope of Work:
1) Project Overview:
The Miami Veterans Affairs Healthcare System (MVAHS), located at 1201 NW 16th St., Miami, FL 33125, requires the expansion of the existing Utility Chiller Plant at Building 44 to correct the N+1 redundancy finding as per the Facility Condition Assessment Report. The existing Chiller Plant does not have the N+1 capacity for proper maintenance and operation. This project includes constructing a new four-story building addition, south of Building 44, to house new mechanical and electrical equipment.
The primary objective of this project is to provide redundant capacity to the existing chilled and condenser water systems and their associated auxiliary systems. This includes adding a new water-cooled chiller, sized for 1,250 tons, on the second level of the building addition and installing a new two-cell cooling tower on the roof.
Additionally, electrical gear supporting the new equipment will be located on the third level, and the fourth level will be the housing for an additional Electrical Generator (to be procured under a separate project).
The Contractor shall prepare the site for building operations in accordance with the 100% Design, Narrative, Addendum, and Specifications. This includes demolition and removal of existing structures, furnishing labor and materials, and completing all tasks as per this Statement of Work (SOW). All work shall be coordinated with the project Contracting Officer’s Representatives (CORs). A cost-loaded schedule shall be provided after the issuance of the Notice to Proceed (NTP) and before the commencement of work.
2) Specific Project Requirements:
1. The project scope shall include construction of a new four (4) story addition utility building between the existing utility building 44 and the two 35,000-gallon fuel storage tanks. All work shall be performed in accordance with the project plans and specifications, which are considered integral parts of this scope of work.
The contractor shall be fully responsible for ensuring that all systems are fully operational upon completion of the project. This responsibility includes, but is not limited to, providing all necessary parts, components, materials, labor, and any additional resources required to achieve full functionality of each system as specified in the project plans and specifications.
2. The first-floor level shall be an enclosed utility space with direct access to Building 44 via a ramp and stairs. A roll-up door facing the service drive shall allow direct access to equipment and supplies.
3. The second-floor level shall align with the existing Building 44 second floor. This level will house the new chiller for redundancy. Removable louvers and structural frames on the west side shall provide access to the service drive for equipment removal and large replacement parts.
4. The third-floor level shall contain electrical equipment spaces and a new electrical service room required by the new chiller. These shall be the only spaces in the new construction that will be air-conditioned.
5. The fourth-floor level shall contain space for utility functions. Future generator scope will be addressed by others.
6. The roof level shall contain the new cooling tower required for the new chiller. The new stairs, as an addition, shall terminate on the roof for maintenance access.
7. Partial demolition of the existing Building 44 exterior stair at the South facade is needed to provide unobstructed access to the new addition.
8. Partial demolition of the existing 7-inch concrete slab at ground level will be necessary to support the construction of the structural foundation and column support for the new building.
9. The red 8" backflow preventer, serviced by an 8" fire water line that serves Building 44, shall be relocated to the location shown adjacent to the blast wall near the fire hydrant. This action will require an after-hours shutdown of water service to the facility.
10. The new addition will mirror the existing Building 44 with the use of Synthetic Stucco (texture and color to match), aluminum louvers, and poured concrete.
11. The interior of the addition is utilitarian; therefore, the finishes will include painted surfaces, hollow metal doors, and corner guards/bollards, where appropriate, to match the adjacent existing.
12. The addition is a direct expansion of Building 44. The aggregate total of square footage of the existing and new square footage is below the IBC allowances for Utility Occupancy.
13. The new stairs will meet the total occupancy exit requirements. The ground floor is served by both an existing door in Building 44 and a new man-door to the grade. The new stairs exit directly to the grade as well.
14. New 18” chilled water lines will connect to the existing chilled water lines in Building 44.
15. New 20” condenser water lines will connect to the existing condenser water lines in Building 44.
16. A new fully recirculated horizontal coil unit will be located in the 3rd-floor electrical room to provide cooling for the electrical equipment.
17. A new variable speed exhaust fan with max air flow capacity for cooling and purging of refrigerant due to leakage or rupture, and minimum airflow capacity for space ventilation will be provided to exhaust the level 2 floor where the new chiller is located.
18. New exhaust fans for the open and enclosed storage areas are provided on every floor to ensure rooms are properly ventilated.
19. The new design will provide three 800-amp draw-out insulated case circuit breakers, one for substations A, B, and C. Two new Manual transfer switches will be fed from these new switches, and the load will feed a new switchboard, which will feed the new chiller and the three new pumps.
20. New LED light fixtures shall be provided in the new building, both interior and exterior. New fixtures shall be connected to new switches and new wiring.
21. New alarms and indicating devices will be installed throughout the new building. These will be wired back to the existing control cabinet in the existing building.
22. New CCTV cameras will be extended into the new building. Secure access control shall be provided at the doors as indicated on the plans.
23. Connection to the existing plumbing, sanitary waste, vent piping, and domestic water piping shall be made to the existing facility’s piping to support the new CEP Building 44’s addition and to support the infrastructure requirements for the redundant chiller or cooling tower.
24. This project shall provide wet-pipe automatic sprinkler systems to the new CEP Building 44 addition to maintaining adequate sprinkler protection in all new areas.
25. Contractor shall read and analyze the complete design package and perform all construction activities (excavation, footing, beam, columns, slabs, building, installation, replacement, wiring, control, calibration, adjustment, testing, commissioning, etc.) while always maintaining the chilled water production during construction as per the 100% construction drawings, narrative, addendums, Physical Security & Resiliency Design Manual and specifications provided.
26. After completion and installation of the new chiller, Contractor shall test and commission the entire chilled water system (Chiller, Cooling Towers, Primary and Secondary Pumps). Commissioning shall be accomplished by a Certified Third-Party and shall provide a sequence of operations. The CORs and VA Chiller Plant representative shall be present at the time of inspection.
