About this opportunity
The Department of Veterans Affairs, Greater Los Angeles Health Care System is soliciting for a Design-Build contract to construct a new 7,500 gross square foot animal research facility to replace seismically deficient Buildings 47 and 103 at the Sepulveda Ambulatory Care Center in North Hills, California. The VA will evaluate Phase I submissions to determine which offerors advance to Phase II, with a maximum of three firms proceeding to the proposal stage unless the contracting officer determines that a greater number is in the government's interest. A single firm-fixed-price contract will be awarded following competitive negotiation. The original RFQ due date of February 14, 2025 was extended through multiple amendments, with the current offer due date established as November 17, 2025 at 4:00 PM Pacific Standard Time, limited to the three firms previously selected in Phase I.
This is an unrestricted acquisition with no set-aside designations. The three firms selected to proceed to Phase II are Korte Construction Company, S.J. Amoroso Construction Company, and Richard Group, LLC. The estimated project magnitude is between $20 million and $50 million, with a total contract performance period of 761 calendar days, consisting of 241 calendar days for the design phase and 520 calendar days for the construction phase from Notice to Proceed. A bid guarantee of 20 percent of the bid price (not exceeding $3 million) is required. The project is subject to a Project Labor Agreement, prevailing wage requirements under the Davis-Bacon Act, and compliance with Executive Order 13899 regarding anti-Semitism. Work will be performed at 16111 Plummer Street, North Hills, California 91343, with the contracting office administered by the Department of Veterans Affairs Office of Construction and Facilities Management located in Vallejo, California.
