About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 seeks design-build services to procure, design, install, validate, and train for patient ceiling lift systems at VA Central Iowa Health Care System in Des Moines, Iowa, with Phase One proposals due June 25, 2026 at 1:00 PM CDT. This procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with all offerors required to be SBA-certified at proposal submission and award.
Place of performance is Beaverdale, Iowa (administrative) with work at VA Central Iowa Health Care System in Des Moines. The NAICS code is 236220, Commercial and Institutional Building Construction; PSC is Y1DA, Construction of Hospitals and Infirmaries. Project magnitude is estimated between $2,000,000 and $5,000,000. The scope encompasses 194 actions across multiple buildings: 158 replacements, 21 additions, and 15 removals of patient lift equipment across the Community Living Center, Emergency Department, Radiology, Specialty Clinic, Dental, and other departments. Standard lifts must be rated 500 pounds; bariatric lifts 800 pounds. All systems require motorized ceiling operation with low-profile design, full-room track coverage, in-track continuous AC charging, and integrated patient scale.
This is a two-phase competitive procurement. Phase One proposals (maximum 30 pages Technical Approach, 20 pages Experience, 15 pages Past Performance) are evaluated equally across three non-price factors: Technical Approach, Experience (demonstrating three to five similar projects of at least $1.0 million with 50% or more room renovations), and Past Performance (CPARS or questionnaires). Maximum five offerors advance to Phase Two. Phase Two requires Technical Solution, Project Schedule, Key Personnel qualifications, Patient Lift System Submittal compliance, and firm-fixed-price bids, with evaluation on Technical Solution, Project Schedule, Key Personnel, Patient Lift System Submittal, and Price. The contract requires 20% bid guarantee (or $3.0 million, whichever is less) in Phase Two, plus performance and payment bonds. Contract period is 730 calendar days from Notice to Proceed for Design, with construction completion within 570 calendar days. Design deliverables are due at 35% and 65% stages with 21-calendar-day VA review periods. All personnel require OSHA 10-hour minimum training; competent persons require OSHA 30-hour certification. The Government intends award without discussions but reserves the right to conduct discussions. Technical questions were due June 10, 2026. Amendment 0003 effective June 22, 2026 removed an incorrect reference to "Attachment G" in Phase One submittals. Offerors must acknowledge all amendments prior to the proposal deadline. Derek Fore (derek.fore@va.gov) is the Point of Contact and Contracting Officer at Department of Veterans Affairs Network Contracting Office 23, Saint Paul, Minnesota.
