About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 2, is seeking qualified construction firms to design, procure, and install a new air-cooled chiller system and Air-Handling Unit (AHU) for the Upgrade Station Chilled Water P&ID 6 East project at the Brooklyn Veterans Affairs Medical Center, located at 800 Poly Place, Brooklyn, New York. The scope of work requires construction and installation of a dedicated chiller system to serve the existing AC-1 unit on the 8th floor, supporting the newly renovated oncology pharmacy, and installation of a new AHU-1 on the 6th floor for the IV prep room, with all work performed in accordance with manufacturer equipment drawings, VA specifications, and applicable technical standards including NFPA compliance and Building Management System integration. Contractors must demonstrate expertise in HVAC systems installation, mechanical and electrical coordination, compliance with VA standards, and ability to maintain 50% relative humidity and meet ventilation code requirements throughout the project. The government will evaluate bids based on adherence to the detailed technical specifications, quality of the proposed schedule, compliance with all IFB terms and conditions, and submission of a definitive price with bid bond; any exceptions to the terms or failure to provide a firm price will render a bid non-responsive. The final bid opening date is currently scheduled for March 26, 2026, at 10:00 AM Eastern Standard Time, with all bids required to be received electronically and timestamped by 9:30 AM EST on that date.
This procurement is designated as a 100 percent Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside, with competition restricted exclusively to verified SDVOSB contractors registered and verified in the SBA's Small Business Search database and SAM.gov under NAICS code 236220 (Commercial and Institutional Building Construction) with a size standard of $45 million. No incumbent contractor or current service provider is identified in the solicitation materials. The estimated contract value ranges between $1,000,000 and $5,000,000, with an anticipated contract completion timeline of 365 calendar days from the Notice to Proceed. Per VAAR 852.219-10, prospective contractors will not pay more than 85 percent of the amount paid by the government to the prime for contract performance, excluding material costs, to firms that are not VIP-listed SDVOSBs. The solicitation has undergone multiple amendments and extensions since its initial posting on November 6, 2025, with the most recent amendment (Amendment 5) issued on March 20, 2026, clarifying the numbering of all previous amendments for acknowledgment in submitted bids.
