About this file

This is a technical specification section (26 29 11) for motor controllers on a federal construction project dated November 1, 2022. The specification establishes requirements for furnishing, installing, programming, integrating, testing, and commissioning low-voltage motor controllers and variable frequency drives (VFDs) serving HVAC systems, specifically for air handling unit supply fan motors, primary and standby chilled water pumps, and any additional HVAC equipment requiring variable speed control as indicated on contract documents.

The specification mandates that VFDs be ABB ACS580-01 series, manufactured in the United States, UL-listed, and compliant with NEMA ICS 7 standards. VFDs must employ pulse width modulation control technique, be suitable for variable torque loads, include integral 5 percent line reactors, and comply with IEEE 519 harmonic distortion limits. All motor controllers and VFDs must include combination-type magnetic starters with circuit breaker disconnecting means, bypass assemblies, control transformers, and NEMA 1 enclosures for conditioned mechanical spaces. Critical requirements include full integration with the existing campus building management system with complete communication, monitoring, alarm reporting, and control capability through 4-20 mA or 0-10 VDC control signals and feedback points for run status, fault status, output frequency, and motor current. Submittals must include detailed shop drawings, product data, manufacturer certifications, commissioning documentation, and complete maintenance and operating manuals. Installation must comply with NEC standards, with final programming and startup performed by factory-trained technicians in coordination with existing controls contractors. The project requires two 4-hour training sessions for VA personnel on VSMC operation and maintenance, and one spare set of fuses for each combination motor controller.
