About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration, Veterans Integrated Service Network 17, is issuing a Multiple Award Task Order Contract (MATOC) for construction and two-phase design-build services across multiple VA facilities in Texas. The solicitation seeks qualified contractors to perform general construction, maintenance, repair, alteration, mechanical, electrical, HVAC, and related construction services at VA medical facilities. Contractors must be verified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) with a minimum bonding capacity of $20 million per task order and $30 million annual aggregate. The government will evaluate proposals using a tradeoff process, with past performance being significantly more important than price, and will consider technical acceptability, past performance, and pricing. Proposals are due by March 7, 2025, at 3:00 PM CDT, with a mandatory site visit scheduled for June 20, 2024, at 10:00 AM.
The contract is a 100% Service-Disabled Veteran-Owned Small Business set-aside under NAICS code 236220 with a $45 million small business size standard. The VA intends to award between two and fifteen Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts with a five-year base period and a total maximum value of $500 million across all contracts. Individual task orders will range from $2,000 to $20 million, with a guaranteed minimum of $2,000 per contract. The seed project for evaluation is Project #671A4-20-160 to replace boilers in Building 19 at Kerrville Medical Center, with an estimated value between $2 million and $5 million. Performance locations include North Texas, Central Texas, South Texas, and Valley Coastal Bend Veterans Health Care Systems, with the primary focus on construction and renovation activities at VA medical facilities in the Texas region.
