Description: A Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Maintenance, Repair, and New Construction services for stations located in NCO 17 area locations: North Texas Veterans Health Care System (NTX) Dallas, TX; Central Texas Veterans Health Care System(CTX) Temple, TX; South Texas Veterans Health Care System (STX) San Antonio, TX; Valley Coastal Bend Veterans Health Care System (VCB) Harlingen, TX.

The aggregate value of this Multiple Award Task Order Contract (MATOC) acquisition shall not exceed $500,000,000.00 for all contracts.

The government contemplates award to two (2) or more but not-to-exceed fifteen (15) offerors, and shall reserve the right to make additional awards to offerors whose proposals fully comply with the submission instructions and offer the best value. The period of performance (POP) for all contracts resulting from this solicitation shall consist of a base period from date of award (to be determined) five-year maximum term.

The guaranteed minimum amount for each resultant award is $1,000.00 for the life of the contract, inclusive of options.

The MINIMUM ordering limit per task order is $2,000.00. The MAXIMUM ordering limit per task order is $20,000,000.00.

This acquisition shall be a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) in accordance with Public Law 109-461. An SDVOSB must be verifiable at https://veterans.certify.sba.gov/ and maintain verified SDVOSB status at the time of offer, at award, and through duration of any awarded contract and / or task order.

The applicable North American Industry Classification System (NAICS) code incorporated into this solicitation is 236220.

The small business size standard is $45,000,000.00.

This is a competitive acquisition that shall utilize a Tradeoff Process in accordance with FAR 15.101-1.

This acquisition features a "seed" project with a magnitudeIAW VAAR 836.204(f)(2) Between $2,000,000 and $5,000,000.

A bid bond in the amount of 20% or $3M of the offeror's bid amount is required. ***NOTE: YOU MUST PARTICIPATE IN THE PROPOSAL PROCESS OF THE SEED PROJECT (Project #671A4-20-160) TO BE CONSIDERED AS AN AWARDEE FOR THE MATOC.***

Multiple Award Task Order Contract Veterans Service Integrated Network 17

A. GENERAL INFORMATION

1. Title of Requirement: Multiple Award Task Order Contract (MATOC)

This procurement effort is for construction and two-phase design-build services at Veterans Integrated Service Network (VISN) 17 station locations including, but not limited to, North Texas Veterans Health Care System (NTX) Dallas, TX, , Central Texas Veterans Health Care System (CTX) Temple, TX, South Texas Veterans Health Care

System (STX) San Antonio, TX, Valley Costal Bend Veterans Health Care System (VCB) Harlingen, TX, and all connected community based outpatient clinics (CBOCs).

Contractors are expected to have the capability and qualifications to provide a wide array of construction services at locations specified.

The MATOC will require contractors to furnish all labor, materials, equipment, and expert supervision needed to accomplish the work in accordance with the Description/Specifications/Statement of Work provided with each task order under the assigned North American Industry Classification System (NAICS) code. Task Orders (TO) will vary in size and dollar amounts. TOs shall include, but are not limited to general construction categories which include maintenance, repair, alteration, mechanical, electrical, heating/air conditioning, demolition, painting, paving and earthwork, carpentry, concrete, roofing, site work, excavation, interior renovation, carpet-window and door installation, electrical, steam fitting, plumbing, exterior and interior painting, plaster/stucco, demolition, masonry or metal stud and sheetrock work, installation of acoustical ceilings and light fixtures, HVAC installation and flooring installation. Work may involve some or all the above elements of work.

2. This requirement consists of establishing a MATOC resulting the award of two (2) or more Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts with each IDIQ contract having a base period of five (5) years. These awardees will then be eligible to submit proposals in response to solicitations issued to the MATOC contractors. General construction requirements are delineated in the project specifications for the IDIQ contract and supplemented by individual TOs. The contractors shall provide all resources necessary to accomplish the deliverables described in this Statement of Work (SOW) and TO specific SOWs, specifications, and project drawings except as may otherwise be specified.

3. The period of performance for the MATOC IDIQ contract will have a five-year base period. The total guaranteed minimum quantity of service that the Government will acquire under the IDIQ contract is $2,000.00, which also represents a bona fide need of the current fiscal year. The guaranteed minimum award amount is for the entire contract duration. Firm‐fixed price TO will be negotiated for this contract. The MATOC TOs shall have a minimum value of $2,000.00 and a maximum value of $20,000,000.00 and no dollar limit per year up to a cumulative (all IDIQs inclusive) maximum of $500,000,000.00 for the entire MATOC IDIQ contract term.

Task orders shall have defined periods of performance. Funded TOs shall have a separate Notice to Proceed (NTP) issued to commence construction activities.

The MATOC is a competitive Indefinite Delivery/Indefinite Quantity (ID/IQ) construction and two-phase design build acquisition based on general specifications contained in the Statement of Work (SOW) within each Task Order.

Work to be performed shall consist of, but not be limited to, all phases of general construction, alteration, maintenance and repair of commercial and institutional buildings including mechanical, electrical, heating/air conditioning, demolition, painting, paving and earthwork, carpentry, concrete, roofing, site work, excavation, interior renovation, carpet/window/door installation, electrical, steam fitting, plumbing, exterior/interior painting, plaster/stucco, demolition, masonry or metal stud and sheetrock work, installation of acoustical ceilings and light fixtures, HVAC/Flooring installation, and other commercial and institutional construction related work required to support the Department of Veterans Affairs Medical Facilities in VISN 17.

4. Hours of Work and Scheduling: All work will be done during the normal work week Monday through Friday, except holidays, 7:00 AM to 4:30 PM unless otherwise scheduled, or identified in the TO SOW. Work will be scheduled through the Contracting Officer’s Representative (COR). Any contractor request to work outside the normal hours will be requested from the COR at least 48-hours in advance.

5. Federal Holidays: The following Federal legal holidays are observed by VISN 17 VAMC facilities:

Note: Any of the above holidays falling on Saturday will be observed on the preceding Friday;

holidays falling on Sunday will be observed on the following Monday. Contractor’s days to perform are reflected in the Performance Work Statement/Statement of Work.

B. CONTRACT AWARD MEETING

The contractor shall not commence performance on the tasks in the MATOC contract or for each subsequently issued TO SOW until the CO has conducted a kickoff meeting or has advised the contractor that a kickoff meeting is waived.

C. GENERAL REQUIREMENTS

1. All written deliverables shall be phrased in layperson language. Statistical and other technical terminology shall not be used without providing a glossary of terms.

2. Where a written milestone deliverable is required in draft form, the VA will complete their review of the draft deliverable within 10-business days from the date of receipt.

The contractor shall have 7-business days to deliver the final deliverable from date of receipt of the Government’s comments.

D. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES

1. Description of Tasks and Associated Deliverables: The MATOC contractor(s) shall be responsible for the construction (including new work, additions, alterations, maintenance, and repairs) of commercial and institutional related structures. The primary NAICS code for the MATOC award is 236220 Commercial and Institutional Building Construction. NAICS Code 236220 has a Small Business Size Standard of $45M.

2. All work described above shall be completed in accordance with the drawings and specifications for the individual task order projects.

E. SCHEDULE FOR DELIVERABLES

1. The contract requires that the MATOC contractors submit, within ten (10) calendar days of NTP for each awarded TO, a schedule showing the order in which the work will be performed under the TO, including but not limited to, manpower and trade. The actual work elements to be accomplished will be recorded on the schedule. Develop schedule using the Critical Path Method (CPM), FAR 52.236-15 Schedules for Construction Contracts. The schedule will be submitted to the CO through the COR for approval.

2. In the event the contract is modified, changing the work, adding, or deleting work, or changing the completion date, a revised schedule will be submitted.

F. CHANGES TO STATEMENT OF WORK

Any changes to this SOW shall be authorized and approved only through written modifications to the TO by the CO. A copy of each modification will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor. Any discrepancy between the IDIQ contract or TO SOWs drawings and specifications, the specifications shall govern over the drawings and SOW, and the drawings shall govern over the SOW.

G. REPORTING REQUIREMENTS

1. The contractor shall provide the COR with daily written progress reports (daily logs).

These are due to the COR by the second workday following the end of each work week, throughout the TOs project duration.

2.The Contractor or Superintendent shall attend a weekly or bi-weekly meeting that will be conducted by the CO and COR as required by TO. The purpose of this meeting is to review the progress of the project and outstanding issues. Meeting notes will be taken by the Contractor and provided to the COR and CO.

3. The COR is required to provide quarterly progress reports to the CO by the fifth workday of the new quarter. This report shall also identify any problems that arose, along with a statement explaining how the problem was resolved. This report shall also identify any problems that have arisen but have not been completely resolved, with an explanation.

H. TRAVEL

Contractor shall be responsible for their travel costs, as well as all subcontractors.

I. GOVERNMENT FURNISHED PPOPERTY/EQUIPMENT (GFP/GFE)

The IDIQ contract does not have any GFP/GFE pre-designated for provision on a temporary or permanent basis to MATOC contractors. As each subsequently developed project requiring a task order is finalized Government shall evaluate its need to furnish any GFP/GPE.

J. CONTRACTOR EXPERIENCE REQUIREMENTS

1. The contractor must inform the task order project COR when personnel are removed from the contract for any reason.

2. If a key person becomes unavailable to complete the contract, proposed substitutions of key personnel shall be made to the COR and CO.

3. Contractor employees shall not be considered government employees for any purpose under this contract.

K. CONFIDENTIALITY AND NONDISCLOSURE

1. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this contract and subsequently issued TOs, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the contract.

2. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this contract or subsequently issued TOs. No information shall be released by the contractor(s). Any request for information relating to this contract or its subsequently issued TOs, presented to the contractor, shall be submitted to the CO for response.

3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO.

L. CONTRACTOR WORK SITE EMPLOYEE ACCESS/BEHAVIOR

1. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. Example: wearing of distinctive clothing such as uniform, badges, patches, etc.

2. All contractor personnel working onsite at the VA facility shall check in and out with the VA Police of the respective VA facility. All security/access issues shall be addressed by the Onsite Contractor Project Manager. The Project Manager shall provide the Agency a list of all employees requiring access to Agency space. All contracted personnel must complete any required security checks and obtain an Agency security badge for access to all spaces. All contracted personnel are required to wear identification (I.D.) badges issued by the VA Police always on the Agency’s grounds. Contract employees shall always wear contractor badge, so it is visible to VA staff members.

3. The contractor shall be fully responsible for compliance with all VA, local, state, and Federal environmental/occupational safety laws, rules, and regulations. The contractor shall follow life and safety codes and take necessary actions to avoid conditions that may be hazardous to the health and safety of hospital personnel, patients, and contract employees. The contractor is responsible for meeting all applicable OSHA and VA guidelines for safe working processes; example: lockout/tagout. All work for the duration of the contract and individually issued task order shall be performed by certified trained technicians.

4. It is the responsibility of the Contractor’s personnel to park in the appropriate designated parking areas when parking areas are designated by the VA. Parking information is available from the Agency’s police station. The Agency shall not validate or make reimbursement for parking violation of the Contractor’s personnel under any circumstances.

M. TASK ORDER ISSUANCE PROCEDURES

1. GENERAL

a. When the Government has a need for an order, the Government will issue a solicitation using the procedures outlined in FAR 16, but may employ the procedures of FAR 13, 14 or 15 as deemed necessary. If the TO will include design build services, the solicitation will be issued using the procedures outlined in FAR Subpart 36.3 - Two- Phase Design-Build Selection Procedures. Selection onto the MATOC IDIQ constitutes phase 1 of the solicitation. The TO solicitation is phase two of the two-phase procedure.

b. TOs will be awarded on Standard Form 1442.

c. The Government will not be obligated to reimburse the contractor for work performed, items delivered, or any costs incurred, nor shall the contractor be obligated to perform, deliver, or otherwise incur costs, except as authorized by duly executed TOs.

d. Each TO shall include as a minimum:

(i) Date of order.

(ii) Contract number and order number.

(iii) Contract item number and description, quantity, and unit price or estimated cost.

(iv) Delivery or performance schedule.

(v) Place of performance.

(vi) Any packaging, packing, and shipping instructions.

(vii) Accounting and appropriation data.

(viii) Method of payment and payment office.

e. Modifications to TOs will be issued on Standard Form (SF) 30.

f. MATOC contractors are expected to have the capacity and qualifications to meet a wide array of construction projects in all the identified locations. Each MATOC contractor is required to make a good faith effort to submit offers on all solicitations.

MATOC contractors are required to contact the CO within two days of notification if they cannot participate in the walk through or submit an offer and shall provide justification for not participating.

g. In accordance with FAR 16.505(a)(10), no protest under Subpart 33.1 is authorized in connection with the issuance or proposed issuance of an order under a TO Contract except for a protest on the grounds that the order increases the scope, period, or maximum value of the contract; or a protest of an order valued more than $10,000,000.

2. COMPETITION

a. Competition for issuance of TOs is limited to those awardees under this contract. All awardees will be given a fair opportunity to be considered for each TO unless the CO applies one of the exceptions noted below. Upon determining the need to issue a TO, all awardees will be considered equally against the stated criteria.

b. Unless one of the exceptions noted below applies, each TO will be awarded, because of competition to the contractor whose offer is the most advantageous to the Government considering the criteria specified.

c. The CO reserves the right to make award of a TO without competition based upon:

(1) One of the circumstances described below:

i. The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.

ii. Only one awardee can provide the supplies or services at the level of quality required because the supplies or services ordered are unique or highly specialized.

iii. The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.

iv. It is necessary to place an order to satisfy a minimum guarantee.

Pre-Bid Site Investigation: Before submitting a proposal on the work specified herein, each offeror shall conduct a site visit to familiarize themselves with all existing conditions, identify limitations, and field verify dimensions. The Contractor shall document and submit any alternate suggestions of required materials for approval prior to submitting a proposal. No extra compensation will be allowed because of the Contractor’s misunderstanding as to the amount of work involved or because of his/her lack of knowledge of any existing conditions. -- Project Scope –

GENERAL:

6.Kerrville VAMC intends to issue a construction contract for a project consisting of:

a. BASE BID, all work as required by the project plans and specifications, including general construction, demolition, mechanical and electrical upgrades, new plumbing, modification and renovation of existing Boiler Plant (B19). Contractor shall provide all labor, material, equipment, quality control, safety, and supervision required to replace boilers, equipment, and associated piping, demolish solar roof system, and electrical upgrades. The Contractor shall also develop a construction schedule with critical path and construction phasing utilizing their experience with healthcare facilities, the Contract documents, and the following general project outline:

i. The healthcare facility steam system operates year-round for HVAC (i.e., building heating and ac reheat), medical equipment sterilization and domestic water heating. It is crucial that all tie-in work associated with the steam and condensate systems will be accomplished and completed during the warmer months to minimize critical system shutdowns. All other work can be performed at any time as long as a phasing plan is submitted to the VA. The Contractor shall plan and coordinate work as to avoid any steam or electrical shutdowns unless approved by the medical administration. The Contractor's phasing plan is subject to final approval by the COR. Final approved phasing plan shall not be grounds for a change order.

ii. Before placement and installation of work subject to acceptance checks and tests, the Contractor shall coordinate and notify the COR in sufficient time to enable testing personnel to be present at the site in time for proper testing and field inspection.

iii. The initial phasing of this project will be carried out by use of two temporary boilers, one will be operating and the other will be a redundant unit, these units shall be supplied by the Contractor’s backup generator. Temporary connections (water, steam, fuel, and electric) are to be permanent in nature. Temporary steam connections are to be directly tied into the main steam supply header. The objective is to have no interruptions and boiler plant fully operational 24/7. The temporary boilers and emergency generator/electrical must be installed, fully operational, tested, and commissioned. After successful commissioning of temporary boiler system, switch existing system of HPS utilities to temporary system prior to demolition of the existing boiler plant.

iv. Once HPS utilities have successfully switched to the temporary system, all existing equipment, piping, equipment pads and accessories in existing boiler plant to be demolished per plans and specifications. Work includes but is not limited to:

1. Submit fingerprints and applications for site access cards.

2. Complete the required preconstruction items prior to NTP.

3. Attend infection control/prevention and safety training requirements.

4. Install and maintain temporary construction safety fence.

5. Provide temporary equipment and utilities with connections.

6. Replace existing boilers with fire tube boilers.

7. Provide new equipment pads, per plans and specifications.

8. New auxiliary equipment and computer controls compatible with Johnson Controls METASYS.

9. All new plant steam accessory equipment (tanks, pumps, condensate return, valves, piping, controls, metering, water treatment, etc.)

10.Demo and removal of existing equipment, per plans and specifications.

11.New main steam piping header(s) to tie into existing loop.

12.Replace regulator, emergency shutoff, and header for natural gas line and other required utilities.

13.New electrical circuit conduit, LED lighting fixtures, TVSS, UPS in control panels.

14.Replace DA tank and controls.

15.Full demolition of roof solar system and roof repairs.

16.Update building floor plan with new layout and equipment schedules.

17.Submit all required deliverables prior to closeout including warranties/guaranteed period services.

v. Replacement must comply with all applicable codes and standards and shall support 100% of the final design electrical energy/power load plus reserve capacity for future loads.

vi. Based upon the brittle nature of cast iron, the VA prohibits the use of cast iron or malleable fittings and components in high and medium pressure steam systems. All new construction or repairs must not use cast iron fittings and components or malleable fittings anywhere in the high-pressure and medium pressure steam system (15psi or above). All new construction or repairs must use cast steel or forged steel fittings only.

vii. Once the existing plant is fully commissioned the temporary system may be removed. Temporary connections shall remain to allow the

VA more flexibility in the event of a prolonged steam outage requiring use of temporary utilities.

b. The intent of the project is to replace the existing steam system, including the burner management system, and to upgrade the boiler plant electrical systems, DDC controls and auxiliary equipment utilizing the existing building envelope. All incidental work associated with the general contracting, demolition, construction, and installation works in the exterior and interior of the building shall be included in the base bid.

SPECIFICS:

7. STRUCTURE – Building 19 was constructed in 1922 and has always functioned as the power plant for VAMC Kerrville. Rectangular in plan, the building is divided into nine bays along its primary south elevation. The three western-most bays stand one-story tall, and the six eastern bays stand one and a half stories tall due to a heightened ceiling on that end of the building. There is an existing mezzanine catwalk with access ladder for personnel to inspect, operate, and provide maintenance. Due to age of building and historical significance, no new roof or wall penetrations will be permitted. Structural scope includes demolition of the existing solar roof system and equipment pads, roof and wall repairs, new construction of equipment pads, and accessibility alterations to existing catwalk.

The Contractor must prepare for the demolition of approximately 1,000 square feet of existing solar panels roof mounting frames and provide roof repairs over penetrations. Contractor shall demolish existing equipment pads, piping, supports, and repair roof or wall penetrations for equipment to be removed that is no longer needed. For equipment to be replaced, Contractor shall protect in place equipment pads and reuse existing roof/wall penetration for new equipment, piping, and supports.

8. ELECTRICAL – The focus is replacement of the existing three (3) Thermal Oil Boilers with the same number of firetube Boilers in the VA Kerrville Medical Center. Electrical scope involves coordination of the new power requirements for the new boilers, condensate supply, receiver pumps, deaerator, etc., and upgrades to the existing emergency generator. No new panels, transformers, or distribution boards will be added, new loads shall be fed from the existing motor control center 460v,3ph,600 Amp “MCC-K” located in the electrical room.

Additional power required for the auxiliary equipment and the controls will be provided from existing 120/208v panels located in the electrical room. Two temporary boilers will be provided during the construction phase, and these units shall be supplied by the Contractor’s backup generator. Protect in place the existing panels, transformer, and distribution boards to remain. Demolish and replace existing generator, lighting fixtures, controls, and equipment per plans and specifications. The existing 230kW,277/480V,3PH emergency generator will be replaced in the same location with a new upgraded diesel generator of similar size. The feeder from the new generator to the is existing ATS will be removed and will be new per the size mentioned in the feeder schedule. Upgraded controls system must match appearance and shall be DDC which require low voltage, new panels to be placed in the same location as existing Johnson Controls pneumatic control panels. Contractor shall remove existing lighting in the boiler plant building and replace with new LED fixtures of higher lumens.

Provide updated one-line diagrams, disconnect switchgear schedule, and feeder schedule together with new panel load summary.

9. MECHANICAL – The existing steam plant produces high pressure steam (125 PSIG) using three 8400 lb/hr thermal generators that heat a closed oil loop which routes the hot oil to three steam generators (Heat Exchangers). There should be no service interruptions to the system during construction. The three new 200 HP fire tube steam boilers were selected based on historical steam load studies and recent demand changes. One of the existing thermal generators that heat the oil loop used to create steam. These are identical and have their own flue stack for recovering exhaust heat back to the feedwater loop. All stacks will be demolished, and roof penetrations patched. Contractor may reuse existing roof penetrations; however, new stacks must be routed directly up, vertically, without any horizontal bends. Similarly, the existing water drain trenches in front and behind the thermal generators and can likely be reused as long as the new firetube boilers are able to fit on the existing pad, which is in good condition.

There are two existing air compressors one of which is not operational. Demolish the abandoned air compressor and equipment pad, only one air compressor is needed and shall be replaced onto the existing equipment pad. Work extends to the HPS piping main located in northwest corner of plant before running down to the existing steam tunnel (below grade). A steam load analysis was performed for the design of the three new 200 HP fire tube steam boilers. Each new boiler shall be installed with a new stack-mounted “shorty” economizer. Boiler replacement also includes new tray-type deaerator with two feedwater pump skids, a new condensate receiver tank, and two new condensate transfer pumps.

Provide final record as-built drawings with new equipment.

10.GENERAL CONSTRUCTION – After award the Contractor is required to provide a Payment Bond, a Performance Bond, Insurance certificate, Accident Prevention Plan, Quality Control Plan, Environmental Protection Plan, List of Proposed Subcontractors, a Schedule of Values and a Realistic Construction Schedule prior to issuance of the NTP. The administrative period, not to exceed 90 calendar days, shall allow for all preconstruction submittals to be approved and initiation of Contractor PIV badging prior to beginning construction. Once received and accepted, the period of performance for the above-mentioned project will begin with a NTP issued at a Pre-Construction Meeting. As part of this solicitation the General Contractor shall submit an updated electronic PDF preliminary schedule showing the methodology for accomplishing the project within the period of performance. The Contractor shall submit for approval by the COR a construction schedule in accordance with the contract specifications section 01 32 16.15 Project Schedules. Contractor to provide temporary storage and inventory of all relocated items to the COR. The Contractor shall provide their own dumpster and regularly dispose of all damaged items, removed items, and debris created from the construction and demolition in every aspect of this project. Construction sign and a copy of the PCRA permit shall be posted on the entrance to the project site all times.

11.QUALITY CONTROL – The Contractor’s Project Manager may also hold the role of QC Manager if they meet the requirements of the project specifications section 01 45 00 Quality Control and have experience as a QC Manager in healthcare construction of similar scope. All work to be in accordance with the project plans and specifications; Manufacturer’s instructions and recommendations shall be followed for all products used unless otherwise noted or instructed by the VA.

The Contractor shall only use products suitable for the job activity and site conditions, the use of sustainable products is required by the contract specifications section 01 81 13 Sustainable Construction Requirements. The Contractor will submit picture of affected area before, during, and after the renovation of each phase. Existing work (walls, ceilings, partitions, floors, mechanical and electrical work, lawns, paving, roads, walks, sprinkler heads, piping, etc.) disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled, or replaced with new work, and refinished and left in as good condition as existed before commencing work by the Contractor.

12.CONSTRUCTION SAFETY – The Contractors Site Superintendent may also hold the role of Site Safety and Health Officer if they meet the requirements of the project specifications section 01 35 26 Safety Requirements and have experience as SSHO in healthcare construction of similar scope. The Contractor shall adhere to all security, safety, infection control measures, and other VA policies while performing work at the VA Kerrville Medical Center site. General Contractor shall furnish & post a board where directed by the COR Safety Specialist that includes, but is not limited to, a copy of Rates and Wages, the Davis-Bacon poster & schedules, ILSM/ICRA/GEMS/Patient Safety signed determinations, Site Specific Emergency Contact information, Construction site fire response procedures & evacuation plan, post the number of accident free days, emergency force contact information with nearest hospital including directions, etc. The Contractor shall provide all PPE required for the employees and sub-contracting employees associated with this work. Weekly toolbox meeting shall be held at the beginning of each work week or as stated in the Contractor’s corporate/company Safety and Health Policy. The Contractor shall ensure all products/equipment used for this project are stored, handled, applied, and disposed of following the manufacturers’ instructions.

13.All construction projects and project designs shall contain language that addresses the applicable EOSH requirements. Regulatory compliance with EOSH requirements for work performed at the above location can be found in:

Expectation: The Contractor shall follow the submittal process for all applicable specification section: The Contractor shall supply a master submittal list to track all required submittal items and provide the COR an updated master submittal list weekly until the submittal process is completed. All submittals shall include appropriate project information, CQ/PM signature, adequate descriptive literature, catalog cuts, shop drawings and other data necessary for the Government to ascertain that the proposed equipment and materials comply with the contract document requirements. Catalog cuts submitted for approval shall be legible and clearly identify equipment being submitted (i.e. highlight, cloud, etc.). It is the Contractor’s responsibility to provide submittals that meet all necessary Federal, State and Local code requirements in order to be approved.

Failure to meet these requirements are the responsibility of the Contractor and do not justify a request of time extension.

14.The VA Master Construction Specifications contain work procedures, submittals, and material requirements designed to meet regulatory compliance requirements. The VA Master Construction Specifications to be used as the basis for this construction contract include but not limited to:
