About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 is soliciting flooring replacement and resilient flooring installation at the Saint Cloud VA Medical Center, with sealed bids due August 20, 2026. This is an SDVOSB set-aside under the Veterans First Contracting Program, foreclosing competition outside that category. A mandatory pre-bid site visit occurred July 29, 2026; technical questions were due August 5, 2026.

Place of performance is Saint Cloud, Minnesota. The work encompasses approximately 31,212 square feet of carpet removal and vinyl composition tile (VCT) installation across Buildings 2, 1, 28, and 29, with installation of approximately 7,702 linear feet of Tarkett Johnsonite Tradition Wall Base Style 80 (Fawn) and approximately 400 linear feet of transition strips, plus asbestos-containing material abatement in Building 28 basement. Work must comply with FAR, VAAR, VA, ICRA standards, and SCVAHCS requirements, with contractor field-verification of all quantities and conditions prior to installation; no product substitutions permitted without Contracting Officer approval. The contractor must furnish all labor, materials, tools, and equipment to minimize disruption to occupied healthcare operations. Work shall be performed in phased sequencing across Buildings 2, 1, 28, and 29 with each building fully completed before mobilization to the next, including both regular hours (8:00 AM–4:30 PM weekdays) and off-hours/night work as required, with 15 calendar days' advance notice to the Contracting Officer's Representative. Performance period is 565 days after Notice to Proceed.

The estimated construction cost range is $500,000 to $1,000,000. The NAICS code is 238330 (Flooring Contractors); small business size standard is $19 million. A 20 percent bid guarantee (maximum $3 million) and performance and payment bonds at 100 percent of awarded contract amount are required. Davis-Bacon prevailing wage rates apply; the most recent wage determination (effective August 13, 2026) has been posted by amendment. Offerors must be registered in SAM.gov and verified as SDVOSB in www.veterans.certify.sba.gov at time of offer submission. Subcontracting limitations apply under VAAR 852.219-75: special trade construction contracts cannot exceed 75 percent subcontracting to non-certified firms, with material costs excluded from subcontracting calculations.
