About this file
This is a Single Source Justification document for a simplified acquisition procedure filed by the Department of Veterans Affairs, VISN 23, St. Cloud, Minnesota Medical Center. The acquisition (Plan Action ID 36C263-26-AP-2448, Project 545-26-201) covers flooring replacement work in buildings B2, B28, B1-1, and B29, encompassing approximately 31,212 square feet of carpet removal and resilient flooring installation. The work requires brand-name materials only, specifically Armstrong Fortress White Vinyl Composition Tile (VCT) and Tarkett Johnsonite Style 80 Fawn wall base and transition strips. The contractor must furnish all labor, materials, tools, and equipment necessary to perform the work in occupied healthcare facilities with minimal disruption while complying with FAR, VAAR, VA, and ICRA standards.
The solicitation will be issued as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Market research using NAICS 238330 (Flooring Contractors) determined that multiple SDVOSB contractors are capable of performing the required work; however, the brand-name material requirement is justified to maintain facility-wide standardization, ensure visual continuity across all buildings, support maintenance standardization, provide tile and cove base interchangeability throughout their lifecycle, and avoid color drift and finish mismatches with existing installations. The justification was approved by Contracting Officer Eric Reis on July 14, 2026, in accordance with FAR 13.106-1(b).
