About this file

This is a Single Source Justification document for a federal flooring contract under simplified acquisition procedures. The Department of Veterans Affairs, VISN 23, St. Cloud Medical Center (VHA, NCO 23 Contracting Office) is soliciting a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for Project #545-26-201 titled "Replace Carpet -B2, B28 and B1-1" (Acquisition Plan Action ID: 36C263-26-AP-2448). The estimated contract value falls between the micro-purchase threshold and the simplified acquisition threshold under FAR 13.106-1.

The scope requires complete removal and replacement of approximately 31,212 square feet of carpet, including installation of 7,702 linear feet of Tarkett Johnsonite Tradition Wall Base Style 80 in Fawn color and approximately 400 linear feet of Tarkett Johnsonite Style 80 Fawn transition strips, along with Armstrong Fortress White Vinyl Composition Tile (VCT). The contractor must furnish all labor, materials, tools, and equipment while maintaining compliance with FAR, VAAR, VA, ICRA standards, and SCVAHCS requirements. Market research determined that multiple SDVOSB contractors are capable of performing the work; however, the justification specifies brand-name materials only to maintain facility-wide standardization, visual continuity, maintenance consistency, tile interchangeability, and warranty compatibility with existing installations. The specified brand-name products are commercially available through multiple distributors. The Contracting Officer, Eric Reis, approved the purchase on July 14, 2026, certifying the justification's accuracy and completeness.
