About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VISN 7) is seeking renovation services for public restrooms at the Charlie Norwood VA HealthCare System in Augusta, Georgia, with the goal of improving patient safety. The project involves comprehensive renovations across multiple building levels, including asbestos floor tile abatement, bathroom infrastructure modifications, and fixture replacements. Potential contractors must submit proposals electronically by May 16, 2025, at 12:00 PM EDT, with technical questions due by March 11, 2025. The solicitation will use a Lowest Price Technically Acceptable (LPTA) evaluation methodology, considering both technical approach and price factors. Proposals must be submitted in three volumes: Technical, Price, and Administrative, with contractors required to provide a bid guarantee of 20% of the bid price or $3,000,000, whichever is less.
The project is not set aside exclusively for small businesses, though a site visit was conducted on March 4, 2025, which was the only opportunity for potential bidders to inspect the facility. The total project duration is 280 calendar days after notice to proceed, with work scheduled to commence within 10 days of award. The estimated contract value ranges between $1,000,000 and $5,000,000, under NAICS code 236220 with a size standard of $45.0 million. Renovations will occur across multiple rooms in buildings 1B, 2B, 2C, 4C, 5C, and 7C, involving specific modifications to bathroom layouts, door hardware, plumbing fixtures, and electrical components. Contractors must adhere to strict operational protocols, including working only on weekdays from 7:30 AM to 4:00 PM and coordinating closely with VA representatives to minimize disruption to healthcare facility operations.
