About this opportunity

This is a 100 percent Service-Disabled Veteran-Owned Small Business set-aside, limiting competition to firms certified in the SBA Veteran Small Business Certification database.
Place of performance is Shreveport, Louisiana. The contractor must provide all labor, materials, equipment, and supervision to demolish existing units, reuse existing plumbing connections, perform wall repair and painting, install VA-approved fixed-type toilet, sink, cabinet, and countertop assemblies, and install new privacy curtain tracks and curtains. Work must be executed in an occupied healthcare environment while minimizing disruptions to facility operations and maintaining access to adjacent spaces. The period of performance is 180 calendar days from Notice to Proceed, with the contractor required to begin within 10 calendar days of that notice.
The estimated project magnitude is $500,000 to $1,000,000. NAICS code is 236220, Commercial and Institutional Building Construction; PSC is Y1DA. The contract is firm-fixed-price and requires performance and payment bonds. Contractors must comply with Davis-Bacon prevailing wage requirements (Louisiana wage decision LA20260031 applies), Buy American construction materials provisions, and Infection Control Risk Assessment requirements.
Evaluation weighs Schedule and Quality Management, Professional Qualifications and Specialized Experience, and Past Performance equally; Price is weighted approximately equal to the combined weight of the first three factors. Offerors must demonstrate relevant past performance on similar medical center construction projects valued between $500,000 and $1,000,000 completed within the past five years. A mandatory site visit is scheduled for October 30 at 1100 AM CST. Requests for Information are due no later than 1400 CST fourteen calendar days before proposal receipt.
