About this file

This document is a Request for Information (RFI) for VA Project 509-23-101, focusing on plumbing and renovation details for public restrooms at a Veterans Health Administration facility. The RFI addresses multiple technical clarifications, including barrier types (hard barriers like STARC or EdgeGuard required), material storage (limited to a 20' Conex location on the back dock), and specific plumbing installation requirements. Key plumbing-related specifications include installing water hammer arrestors in specific piping locations, providing isolation valves for water supply lines, and coordinating construction work in critical spaces like the Emergency Department with the Contracting Officer's Representative (COR).

The RFI provides detailed scope modifications, such as asbestos abatement in specific rooms totaling 664.85 square feet, ceiling grid removal in select rooms, and precise plumbing fixture installation instructions. Critical work coordination is emphasized, particularly for construction in sensitive areas like the Emergency Department, where SPD (Sterile Processing Department) protocol must be carefully managed and discussed with the COR prior to any construction activities. The project involves renovating public restrooms to improve patient safety, with meticulous attention to technical specifications and operational disruption mitigation.

Text version

· 6- the question was not answered as to whether or not stored materials will be considered for billing. This needs to be indicated so all GCs are bidding on the same scope. Depending on the response, this could affect the price if materials cannot be ordered at one time and could also increase project duration if multiple deliveries are required.

Response

Typically, we do not pay for stored materials, but this can be discussed in the pre-construction meeting.

· 11- the response states to “confirm barrier type with COR” and “where the only hazard is dust control, and an agreement is reached with COR…..airtight plastic barriers can be used” The type of barriers at each area need to be identified before bid so everyone is bidding the same scope of work. Currently, the drawings reference the STARC wall system. The cost between STARC wall systems and Plastic barriers is substantial.

Response

The barrier must be a hard barrier (i.e. Starc, EdgeGuard, etc.)

· 12- the response of where materials can be stored needs to be clear as this location could have a direct impact on cost. Based on the current response, we must assume that the location of where materials can be stored will be within a reasonable distance from the work area? Limited storage area is available.

Response

Storage Conex location on the back dock. Maximum 20’.

· 16 and 18. These 2 responses conflict with the response provided in question 8 Response

Can be a triple hat

· 36 – states spec section 02 82 13.18 will be amended. We did not see this amended spec included with the amendment Response:

1. Section 02 82 13.18 has been amended. Room 2A-157 is not included in the project scope.

2. Included in the scope is 398.01 SF of flooring mastic in existing room 2D-179 [for new multi-occupant restrooms 2D-183 and 2D-184]; and 266.84 SF of flooring and mastic in locker rooms 1B-187 and 1B-184 and restroom 2A-154A.

3. Refer to revised specification Section 02 82 13.18 and Asbestos Survey report by ECS dated March 15, 2024.

· 40- states “Information will be provided to clarify rooms where ceiling grid to remain and where ceiling system replacement is required”. This clarification should be provided before bid so all GCs are bidding the same scope.

Response

Demolition Keynote (2) applies to rooms with no wall demolition work that will impact existing grids.

Rooms requiring partial existing ceiling grid removal are as follows:

1B-164 and 1B-165 1D-207F and 1B-188 2C-105 and 2C-106 Ceiling grid is to remain in all other rooms in the project scope.

· Response 41 – states “to be confirmed”. Will this be confirmed before the bid or addressed as an unforeseen condition if discovered after the bid?

Response

The architect does not have record information on this room. A site visit is required to confirm.

Record drawings indicate this mechanical closet was a former janitorial closet.

Plumbing Questions

30. Plumbing drawing P001 Note 7 calls for “At each plumbing fixture, provide a piston type water hammer arrestor sized to manufacturer’s recommendations.” Does this apply only to fixtures with new water piping, or are the fixtures to be replaced with new included as well?

Response

0. Drawing view 3/P401: Install a water hammer arrestor in 2” cold water piping just before the last two water closets.

0. Sheet P001, Note-7 only applies to drawing view 3/P401 and 1/P901.

0. Drawing view 3/P-401: 2-inch cold water supply to water closets and urinals shall run horizontally in pipe chase, not above the ceiling as depicted in the modeling error.

31. Plumbing drawing P001 Note 14 calls for “Provide shutoff valves at branch piping to fixtures.” Does this apply only to fixtures with new water piping, or are the fixtures to be replaced with new included as well? Please specify if each fixture will need its own valve, or if a valve serving an entire restroom group will be sufficient. In the event an existing group of restrooms is fed by one cold, one hot, and one hot recirc main (Reference P402, Detail 1 for an example), will isolation valves in the corridor or just outside of the restrooms be sufficient?

Response

a) Sheet P001, note 14: Note only applies to drawing views 3/P401 and P901. Provide an isolation ball valve outside of the restroom above the corridor ceiling. Typical of ½” and 2” cold water supply.

b) Drawing views 3/P401 and 1/P901: Each plumbing fixture will not receive an isolation valve, except for plumbing fixture P420, which has (2) 1/2” angle stop valves.

c) Drawing views 3/P401 and 1/P901: Installing an isolation valve in the HWC line just outside the restroom is acceptable.

32. Plumbing drawing P401 Detail 3 shows an enlarged toilet plan for 2A. Can you confirm that this should be labeled as 2D?

Response

Drawing view 3/P401: The view is mislabeled. It should be 2D and not 2A as depicted.

33. Plumbing drawing 402 Detail 6 shows above ceiling work to be performed in the Emergency Department. Will this work have to be performed after hours/nights, or can it be done during normal business hours (Monday-Friday, 0700-1600) Response Construction work planned in or above critical spaces, such as emergency rooms, shall be strictly coordinated with the COR before construction activities.

34. Is there a particular SPD Protocol that has to be followed in the Emergency Department? If yes, please provide the standard operating procedure for how this work is to be carried out from the SPD aspect.

Response

Construction work planned in or above critical spaces, such as emergency rooms, shall be strictly coordinated with the COR before construction activities.

SPD, Emergency Protocol, should be coordinated and discussed with the COR prior to any construction activities. Also, refer to the Architectural documents for further instructions concerning protocol in critical spaces.
