About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 4 seeks to lease approximately 2,592 ABOA / 2,916 RSF of space for a Vet Center Outstation in Cumberland County, New Jersey, with proposals due July 18, 2025, but this procurement has been cancelled as of May 20, 2026 via Amendment No. 0003 due to substantial changes in government requirements.
The original solicitation (36C24425R0092) was full and open competition under NAICS 531120 (Lessors of Nonresidential Buildings) and PSC X1DZ (Lease/Rental of Other Hospital Buildings). The lease term would have been 20 years—5 years firm with 15 years soft—with an anticipated commencement of July 31, 2026. The space required 10 dedicated parking spaces (at least 3 ADA-compliant), with offerors able to propose second-floor or higher locations if equipped with an ABAAS/ADA-compliant elevator; the original first-floor-only requirement was relaxed by amendment.
Technical requirements included a modern building with permanent facade, energy efficiency (ENERGY STAR), compliance with environmental and historic preservation regulations, comprehensive security specifications (Facility Security Level II), detailed interior and exterior signage per VA standards, and specific room layouts for clinical operations. The lessor bore responsibility for all tenant improvements, building systems, utilities, maintenance, and provision of a fully serviced turnkey facility. Offerors required GSA Form 1364 (Proposal to Lease Space), proof of property ownership or a fully executed acquisition agreement with owner confirmation, fire protection and life safety evaluations (GSA Form 12000), flood plain documentation, energy and LEED compliance certifications, and past performance references.
Evaluation used a best value tradeoff process weighting technical factors (location, building design, lessor project team capabilities, project management) and past performance approximately equally with price. The VA Network Contracting Office 4 in Wilkes-Barre, Pennsylvania issued the solicitation; point of contact was Lease Contract Specialist Erin Carey (erin.carey@va.gov, 570-899-1857). A virtual pre-proposal meeting was scheduled for July 1, 2025; written questions were due July 9, 2025.
