About this file

Exhibit D-1 is a provision addendum to the GSA Template 3516/3516A Solicitation Provisions, specifically addressing an alternative protest procedure for real property lease procurements by the Department of Veterans Affairs (VA), dated March 2024. The document outlines an alternative protest filing method for interested parties in VA real property lease procurement processes.

The provision specifies that instead of filing a protest with the Lease Contracting Officer, an interested party may file a protest by mail or electronically with the Executive Director, Office of Construction and Facilities Management at 425 I Street, NW, Washington, DC 20420, or via email to CFMORP@va.gov. Additionally, the document stipulates that a protest will not be considered if the interested party has a similar protest pending with the Lease Contracting Officer, ensuring a streamlined protest resolution process for this specific VA lease procurement.
