About this file
This document is a Questions and Answers attachment for a Request for Lease Proposal (RLP) for a Cumberland County, NJ Vet Center Outstation. The solicitation (36C24425R0092) seeks a lease for a VA facility with specific requirements: a 5-year firm lease with 15 years soft term (total up to 20 years), 10 reserved surface parking spaces exclusively for VA use, and accessibility accommodations. The government clarified that second-floor spaces are acceptable if they have an ABAAS/ADA compliant elevator, modifying the original first-floor-only requirement. This is a new contract open to all offerors who can meet the RLP requirements, with no incumbent provider mentioned.

Request for Lease Proposal / Solicitation #36C24425R0092 Cumberland County, NJ
Cumberland Vet Center Outstation
Questions and Answers No. Vendor Question Government Response
1 Could you kindly confirm the lease term?
The RLP specifies a 10 year firm lease, but we would like to verify whether this supersedes any previous reference to a 5 year firm / 15 year soft term (20 years total) structure.
As indicated in RLP Section 1.02, Paragraph G, the term of the lease is for 5 years firm, 15 years soft for a total of up to 20 years.
2 Would a second floor suite be acceptable if the building includes a fully compliant elevator and meets all ABAAS accessibility requirements?
The Government is willing to consider spaces on the second floor so long as the space is accessible, and the building has an elevator that is ABAAS/ADA compliant.
See RLP Amendment 1.
RLP Section 1.04 is changed from, “Space shall be located in the first floor,” to “Space shall be accessible and have an ABAAS/ADA compliant elevator.”
3 The solicitation states a requirement for 10 surface parking spaces. Can you please confirm whether these must be dedicated/reserved exclusively for VA use, or whether it is sufficient that the site has at least 10 available non-reserved spaces (our location offers 40-60 total)?
As indicated in Lease Section 1.02, Paragraph C, the Government requires 10 surface parking reserved for exclusive use for VA.
4 We would like to know if this is a brand new contract or if there is an incumbent performing these services. If not brand new, could you please provide the current/previous contract number?
This is a new contract. The Request for Lease Proposal (RLP) is open to all offerors that can meet the requirements as stated in the RLP.
