About this file

This document is an Amendment to a Previous Combined Solicitation for a lease of space for a Veterans Affairs Vet Center Outstation in Cumberland County, New Jersey. The solicitation (Number 36C24425R0092) seeks approximately 2,592 ABOA / 2,916 RSF of space, with a response deadline of July 18, 2025 at 4 PM Eastern Time. The contract is classified under NAICS code 531120 and Product Service Code X1DZ, and is not using Recovery Act Funds. The solicitation is issued by the Department of Veterans Affairs Network Contracting Office 4 Specialized Team, located in Wilkes-Barre, Pennsylvania.

The amendment provides clarification on two key points: (1) this is a new lease contract open to all offerors who can meet the requirements, and (2) regarding property acquisition, offerors without a current property interest must submit a fully executed written agreement to acquire an interest, along with documentation from the current owner confirming the agreement is in full force and effect. The point of contact is Lease Contract Specialist Erin Carey, and the place of performance is Cumberland County, New Jersey. The amendment also references attached documents including pre-proposal meeting minutes and additional clarifying information.

The purpose of this RLP amendment is to:

(1) Publicize Pre-Proposal Meeting Minutes, see attachment.

(2) Provide answers to the following offeror questions.

(a) Is this a new lease?

Answer: Yes, this is a new contract. The Request for Lease Proposal (RLP) is open to all offerors that can meet the requirements as stated in the RLP.

(b) Is a letter of intent to purchase a building sufficient to place an offer, or is a firm contract necessary?

Answer: As indicated in RLP Section 3.06(E), "If the Offeror does not yet have a vested interest in the Property, but rather has a written agreement to acquire an interest, then the Offeror shall submit a fully executed copy of the written agreement with its offer, together with a statement from the current owner that the agreement is in full force and effect and that the Offeror has performed all conditions precedent to closing, or other form of documentation satisfactory to the LCO prior to award. These submittals must remain current. The Offeror is required to submit updated documents as required."
