This is an unclassified lease procurement with no set-aside; the Mountain Home VA Medical Center requires a fully serviced, firm-fixed-price turnkey lease covering all shell upgrades, operating costs, real estate taxes, and security improvements, with the lessor responsible for designing and building all tenant improvements.

The space must include a minimum of 60 on-site parking spaces, be of sound and substantial construction with a modern facade of stone, marble, brick, stainless steel, aluminum, or equivalent permanent materials, and comply with all current federal, state, and local building codes including fire and life safety, accessibility, sustainability, zoning, and OSHA standards. The lease term is 10 years with 5 years firm; the government retains termination rights in whole or in part after the firm term with 90 days' notice and will not pay broker fees.
The space must meet Facility Security Level II requirements including video surveillance, intrusion detection, duress alarm systems, physical access control, and cybersecurity standards aligned with NIST frameworks and DHS protocols. The lessor shall provide comprehensive utilities, 24/7 HVAC access for server rooms at 64–81°F, janitorial services, and landscaping. Building shell must include automatic fire sprinklers and fire alarm systems per occupancy thresholds, ENERGY STAR certification, and radon action level compliance (4 pCi/L for childcare, 25 pCi/L for other spaces). Tenant improvements include finished ceilings at 9–12 feet, LED lighting at specified foot-candle levels with occupancy sensors, electrical and data distribution systems, and HVAC zone control not exceeding 1,500 ABOA square feet per zone. Design Intent Drawings are due within 30 working days of award; construction documents within 15 working days of approval; and substantial completion within 365 working days of Notice to Proceed.
Evaluation weighs technical factors (building flexibility, security, construction quality, design concept, site quality, and past performance) significantly more important than price, with award to the responsible offeror providing best value based on net present value discounted at 5 percent. The NAICS code is 531120, Lessors of Nonresidential Buildings; the PSC is X1DB, Lease/Rental of Laboratories and Clinics.
