About this file

This is an amendment to a previous combined solicitation for a new Community Based Outpatient Clinic (CBOC) facility in Maryville, Tennessee. The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 9, is seeking to lease a minimum of 7,500 American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Office Area square feet of contiguous space with at least 60 on-site parking spaces within Blount County, Tennessee. The VA will consider existing building space or land for new construction build-to-suit arrangements. The lease must be fully serviced and firm-fixed priced with rent covering all lessor costs including shell upgrades, operating costs, real estate taxes, and security upgrades, with the lessor responsible for designing and building tenant improvements. The solicitation number is 36C24926R0060, with a product service code of X1DB and NAICS code 531120 (lessors of nonresidential buildings). The contracting office is the Department of Veterans Affairs Network Contracting Office 9 (90C) in Murfreesboro, Tennessee, with Scheronica Cochran serving as the point of contact.

The original proposal deadline has been extended from May 21, 2026, 3:00 PM Central Standard Time to May 28, 2026, 3:00 PM Central Standard Time. The VA is requesting a 10-year lease term with 5 years firm and will not consider alternative lease structures such as 20-year or extended firm terms. The VA reserves the right to re-evaluate and adjust both net square footage and gross square footage to accommodate sufficient circulation and corridor widths. The solicitation does not include provisions for real estate tax adjustments, does not require an emergency generator, and offerors should refer to the RLP Exhibit J for applicable seismic requirements and Exhibit I for Building Systems, Automation, and Control (BSAC) supply clarification. The property must be located within the delineated area bounded by Morganton Road/US 321 (north), Old Niles Ferry Road (south), US 129 (east), and Springview Road (west).
