The VA requires approximately 5,859 rentable square feet of fully serviced clinical space along with 20 parking spaces to accommodate VA personnel, furnishings, and equipment. Key requirements include that the space must be ready for occupancy by October 1, 2027, and must be located within specific geographic boundaries defined by U.S. Route 1 (north), Duval Street (south), U.S. Route 17 (east), and Interstate 95 (west). The lease space must include all utilities, landscaping, trash removal, and janitorial services. Interested offerors—including building owners, brokers, or legal representatives—must submit expressions of interest by email to Contracting Specialist Sibyl Graham at Sibyl.Graham@va.gov by 3:00 PM Eastern Time on March 12, 2026. Submissions must include building information, parking space details, rental rate quotes with any tenant improvement costs, availability dates, ownership details, energy efficiency features, and a comprehensive list of services provided.
This procurement carries no set-aside designation and represents a succeeding lease opportunity for an existing VA clinical facility. The lease term will be structured as up to 15 years with a 5-year firm commitment period, with the Government remaining open to considering alternative locations if economically advantageous after accounting for relocation costs and other transition expenses. No specific budget range or award value has been disclosed in this Sources Sought Notice, as this is a preliminary market survey to identify available properties rather than a formal solicitation. The VA is statutorily limited by 40 USC 278a to pay no more than the appraised fair rental value for the space. A formal solicitation may be issued at a later date following this expressions of interest phase, and interested parties should note that this notice does not constitute a request for proposals or a binding commitment to proceed with any specific property.
