About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 23 is seeking Expressions of Interest for a lease of approximately 15,638 assignable square feet (not to exceed 20,746 rentable square feet) in Davenport, Iowa for a Community Resource and Referral Center, with Expressions of Interest due November 2, 2026 by 8:00 AM Central Time and planned occupancy in October 2028.

The search area is delineated by E Locust Street/Middle Road (north), North Harrison Street (west), Highway 64 (south), and 18th Street (east). The property must provide 70 available parking spaces within 500 feet of the building entrance, including 6 ADA-compliant handicap spaces and 11 dedicated government vehicle spaces (3 of which must accommodate 50-foot oversized vehicles); structured parking under the building is not permissible, and the offeror must own or control parking rights. Space must be ground-level, contiguous, and comply with accessibility standards (ABAAS, VA Barrier Free Design Standard), security requirements outlined in the Physical Security Design Manual, and Department of Justice vulnerability assessment guidelines.

The lease term runs up to 20 years inclusive of all options with all maintenance and operational requirements. The anticipated construction and buildout magnitude is between $5 million and $10 million. The VA will consider existing buildings, new construction (build-to-suit), or multi-tenant buildings under construction. Property must be located outside the 100-year floodplain and satisfy eight agency GO/NO-GO requirements covering location, proximity to amenities (within 1 mile), major thoroughfares (within 0.25 miles), public transportation (within 0.5 miles walking distance), space configuration, utilities from reputable third-party providers, and compatibility with October 2028 occupancy. No residential or living quarters are permitted in the same building. The notice encourages responses from SDVOSB and VOSB firms; responses will inform whether a set-aside under 38 U.S.C. 8127 is appropriate. Offerors must demonstrate bonding capacity of $100,000 and financing capability. An estimated market survey is scheduled for November 9–10, 2026.
