About this opportunity
The Federal Highway Administration is seeking construction services for the rehabilitation, widening, and realignment of Red Grade Road (County Road 26/USFS Route FSR 26) in Wyoming through the Federal Lands Access Program. The project spans approximately 2.6 miles and aims to improve access to Bighorn National Forest and Bureau of Land Management lands while addressing substandard roadway sections, geometrics, and safety issues. Key contract requirements include site inspection prior to bid submission, compliance with the Federal Highway Administration's Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14), implementation of a Stormwater Pollution Prevention Plan, completion of nest surveys, and use of the Masterworks web-based system for project documentation. The solicitation will be advertised after January 1, 2026, with the formal invitation for bids expected to be posted to SAM.gov in December 2025. Offerors must submit questions and requests for information prior to the January 8, 2026 deadline, though this pre-solicitation notice is not itself an invitation for bid and final plans and specifications remain unavailable at this time.
This procurement carries no set-aside designation and has no identified incumbent contractor. The project is structured with two primary schedules and one optional task: Schedule A encompasses 1.8 miles of the most difficult work involving large cuts and retaining walls with a completion date of November 4, 2027, while Schedule B covers the full 2.6-mile project with completion by November 10, 2027, and Option X includes rehabilitation of the Aspen's Parking Lot. Construction is anticipated to begin in May 2026 and conclude in November 2027 with a winter shutdown, with work performed at high altitude between 7,000 and 8,000 feet in mountainous terrain. Principal work items include clearing and grubbing of 33.80 acres and roadway excavation of approximately 29,000 cubic yards, along with retaining walls, culvert installation, drainage improvements, and placement of crushed aggregate base surfacing. The specific contract value or budget range has not been disclosed in this pre-solicitation notice.
