About this opportunity
The Federal Highway Administration (FHWA) seeks sealed bids for design and construction of three 100-foot span concrete bridges on Delicate Arch Road within Arches National Park near Moab, Utah, with bids due November 26, 2026 (amended from November 10). This is an Invitation for Bid open to full and open competition, with a non-mandatory pre-bid site visit held October 8 and a question deadline of November 2.
The work encompasses reconstruction (4R) and one restoration (3R) segment along 0.99 miles (with options for an additional 0.35 miles and one parking lot). The project addresses chronic inadequacy of existing mid-1990s culverts at Salt Valley Wash, Salt Wash, and Winter Camp Wash, which cause flooding, sediment deposition, unsafe visitor conditions, frequent road closures, and high operational costs. The new bridges will accommodate a 10-year design frequency flood event and allow medium-sized excavator access to each wash. The roadway will be realigned northward at Salt Valley Wash. Remaining roadway sections will receive full-depth reclamation or pavement removal followed by a 4-inch asphalt pavement overlay in two lifts using PG 76-22 grade. Principal work items include 10,000 cubic yards embankment construction, 1,725 cubic yards Class 3 riprap placement, 5,140 tons roadway aggregate (Method 2), and asphalt concrete pavement installation.
Place of performance is Moab, Utah. The estimated project cost ranges from $10 million to $20 million. A 10 percent HUBZone small business price preference applies. Large businesses exceeding $45 million average annual gross receipts must submit a small business subcontracting plan within 7 days of award if apparent successful low bidder. Prevailing wage rates apply. Performance must commence within 10 calendar days of receiving notice to proceed. NAICS code is 237310 (Highway, Street, and Bridge Construction); PSC code is Y1LB. The Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14) apply. Contractors must have active SAM registration and comply with all representations and certifications. Technical questions must be submitted in writing by November 2, 2026, to Laura Slauter, Contract Specialist.

PROJECT NUMBER: UT NP ARCH 100(2)
PROJECT NAME: Bridges on Delicate Arch Road
PROJECT DESCRIPTION:
Delicate Arch Road (DAR) is within Arches National Park (Park) and provides access to Delicate Arch. DAR is a functional class 1 roadway (Principal Park Road) and is heavily traveled by visitors and often congested during periods with moderate-to-high levels of visitation.
DAR crosses three low-gradient ephemeral washes (Salt Valley Wash, Salt Wash, and Winter Camp Wash) near their confluence in the Salt Wash Basin downstream of Wolfe Ranch. Culverts installed during original road construction in the mid-1990s and during subsequent upgrades are inadequate to allow unobstructed stream flow and sediment transport downstream. This existing condition produces flooding and sediment deposition, which creates unsafe conditions for visitors, triggers road closures, potentially strands Park visitors, diminishes visitor experience of the Park, and generates high operational costs associated with traffic management, visitor safety, and cleanup operations.
SCOPE OF THE WORK:
This project will be designated as Reconstruction (4R) with one segment of restoration (3R), and will design and construct 100’ span concrete bridges at the Salt Valley Wash, Salt Wash, and Winter Camp Wash. The DA roadway profile at each Wash will be raised to accommodate a 10-year design frequency and allow a medium-sized excavator to access each wash. The DA will be realigned at the Salt Valley wash, moving the roadway and new bridge location to the north of the existing roadway and drainage crossing. The remaining 3R sections of the roadway will receive full depth reclamation (FDR) or removal of pavement, including all parking areas, followed by a 4-inch pavement overlay.
