About this opportunity

This Special Notice, published by the Federal Highway Administration (FHWA) Central Federal Lands Highway Division (CFLHD), announces a pre-bid meeting for the WY FLAP SHE 26(1) Red Grade Road, Phase 1 project in Wyoming. The notice has been updated to reflect a change from a virtual meeting to an in-person meeting scheduled for November 13, 2025, at 9:00 a.m. Mountain Time at the Base Trailhead Parking Lot on County Highway 26. Interested contractors and vendors must email CFL Acquisitions at cflacquisitions@dot.gov to confirm attendance, including the project name and attention line referencing Kelly Palmer or Laura Slauter in the subject line. The project site is accessible for inspection by potential offerors prior to and throughout the solicitation period, weather permitting. This is a non-mandatory meeting, though attendance is encouraged for contractors seeking to bid on the work.

The objective of this project is to improve access to Bighorn National Forest and Bureau of Land Management lands through roadway rehabilitation, widening, and minor realignment of Red Grade Road, which connects Wyoming State Highway 335 to US Highway 14 and currently exhibits substandard roadway conditions and safety issues. The scope of work encompasses approximately 2.6 miles of roadway improvements organized into two primary schedules and one optional component: Schedule A covers approximately 1.8 miles with extensive cut and retaining wall work, Schedule B extends to the full 2.6 miles, and Option X includes rehabilitation of the Aspens Parking Lot. While no specific eligibility criteria are detailed in this notice, contractors are strongly urged to inspect the site to satisfy themselves regarding all conditions affecting cost performance, with the understanding that failure to conduct site inspections will not constitute grounds for claims after contract award. The due date for submissions is November 12, 2025, and detailed project plans and federal highway construction specifications are available in the referenced government files.
