About this opportunity
The Department of the Navy Military Sealift Command is seeking to procure a time charter for one clean, double-hull tanker vessel capable of carrying a minimum of 240,000 barrels of clean petroleum products (JP5, JP8, JAA, JA1, or F76) that is USCG-approved and equipped with an Inert Gas System and Segregated Ballast Tanks. The vessel must be either U.S.-flagged or foreign-flagged and reflagged prior to delivery. Award will be made to the lowest-priced, technically acceptable offer from a responsible offeror, with evaluation preference given to U.S.-flag vessels operated by Volunteer Tanker Agreement participants with 50 percent or more overhaul, repair, and maintenance work performed in U.S. shipyards. Key requirements include current SIRE (Ship Inspection Report System) participation, Q-88 inspection reports dated no earlier than 60 days prior to offer submission, Safety Management Certificates, International Ship Security Certificates, and compliance with extensive security, force protection, and operational standards. The final offer due date is February 13, 2026, at 1:00 p.m. Eastern Time, as extended through multiple amendments, with the solicitation originally posted on December 30, 2025.
The solicitation is not set aside for any particular business category. The charter period consists of a one-year base period commencing June 11, 2026, with a cancellation date of September 10, 2026, followed by three one-year option periods and one eleven-month option period, providing a potential total performance period of five years. The vessel will operate in the Western Pacific/Sea of Japan region, with delivery intended for Ulsan/Busan, Korea, and redelivery anticipated near Sasebo, Japan. Offerors must submit detailed technical proposals including vessel specifications, certifications, stowage plans, and current inspection documentation, along with business proposals demonstrating financial viability and responsibility, and comprehensive price proposals with daily charter hire rates for all contract periods plus separate pricing for fuel consumption and the Fuel Delivery Station (FDS) modification option. While specific budget information is not published, offerors must provide pricing across multiple cost categories including crew wages and benefits (subject to Service Contract Labor Standards), vessel maintenance and insurance, and operational expenses, with fuel costs based on Defense Logistics Agency-Energy standard pricing.
