About this file

This document is an Attachment to a federal contract for a Fuel Delivery Station (FDS) installation on a vessel. The contract includes a separately priced option for vessel modification to install the FDS, which the Government can unilaterally declare within 12 months, with installation to occur within a 30-day period in the Far East Region while the vessel remains on-hire. The FDS is a STREAM delivery station with a double hose probe rig suspended from a constant tension spanwire, designed to connect delivery and receiving ships, with specific technical requirements including spanwire specifications, electrical equipment compliance, safety features, and operational parameters.

Key technical specifications include installation on the port side forward of the manifold, compliance with naval technical procedures, a spanwire system capable of automatic compensation for ship motion in Sea State 5 conditions, rated loads for spanwire and saddle winches, specific horizontal and vertical working ranges, and provisions for day and nighttime operations. The contractor must provide preliminary drawings, an installation test plan, and allow for MSC (Military Sealift Command) witnessing of factory acceptance trials and installation weight tests. The vessel owner will be responsible for manning, training, and equipping the vessel, with basic stream rig training potentially provided by MSC.

Attachment (14) - Fuel Delivery Station (FDS)

The award of this contract will include a separately priced option for the cost of vessel modification to install the FDS; henceforth referred to as the FDS Option. The declaration of the FDS Option will fund and make effective the terms and conditions of this Attachment during the course of Charter Hire. The

Government may unilaterally declare its exercise of the FDS Option. Installation of the FDS to occur during a 30-day period within 12 months of the declaration of the FDS Option; specific start will be proposed by contractor after FDS Option declaration. The vessel will remain on-hire during the 30-day installation period. The installation will take place in the Far East Region. The Government and

Contractor may enter via a subsequent bilateral modification to address any additional cost for the operation of the FDS post-installation.

1. The FDS shall be a STREAM delivery station that consists of a double hose probe rig suspended from a constant tension spanwire connected between the delivery and receiving ship. The double hose probe will be capable of operating with a single or double probe. The station shall be provided with pad eyes, fittings and equipment necessary to rig, support, control and retrieve the fuel hoses

2. FDS shall be installed on the port side forward of the manifold. Installations on the starboard side are not acceptable.

3. System shall operate IAW with requirements and procedures detailed in NTTP 4-01.4, Chapter 2.

4. Interconnecting fuel coupling and spanwire end fitting that are delivered to the receiving ship shall have a breaking strength of at least 35000lbs and meet or exceed ATP 16 requirements.

5. Spanwire shall be Type I, general purpose Class 3, construction 6, 6 by 37 independent wire rope core, extra-improved plow steel, preformed regular right-hand lay, in accordance with Federal

Specification RR-W-410, or 19mm wire shall have a breaking strength of no less 47,400lbs if uncoated or 42,800lbs for galvanized, for 22mm wire shall have a breaking speed of at least

64,200 of uncoated or 57,800 for galvanized wire. If spanwire does not meet these specifications, the contractor shall provide alternative specifications for MSC to review.

6. There shall be a slip-clutch or some sort of safety device for the spanwire to prevent the spanwire from parting in tight line situations. This shall be a passive safety device that prevents failure of the wire rope.

7. Electrical equipment shall comply with IEC60533 and ALL regulatory requirements to maintain vessel classification to operate in a commercial market. If electrical equipment does not meet these specifications, the contractor shall provide alternative specifications for MSC to review.

8. Systems and equipment shall be designed to prevent personnel injury and damage to the rigs, equipment, and the ship during casualty modes. Equipment shall be designed to fail safely, which means that when the equipment the safety of the equipment, load and personnel shall be maintained at all times. Failure of the power source of any power operated drive mechanism shall not jeopardize the safety of personnel.

9. Ship will be equipped with ship navigation night lighting attachment (13), paragraph 10.

10. Minimum height of the most outboard spanwire fairlead on the Kingpost/Jackstay shall be between 90 and 110 ft above nominal water line. If spanwire fairlead does not meet these specifications, the contractor shall provide alternative specifications for MSC to review.
