About this file

This is a detailed pricing attachment (Attachment 06) for solicitation N3220526R0005 issued by the Department of the Navy Military Sealift Command for a maritime vessel charter. The document is a comprehensive pricing template covering the base period and four option periods, with pricing structured across multiple expense categories including crew wages, vessel maintenance, insurance, and operational costs. The pricing matrix is designed to capture daily expenses for a clean, double-hull tanker capable of carrying a minimum of 240,000 barrels of petroleum products, with specific requirements for fuel consumption tracking and pricing.

The attachment includes a detailed fuel consumption data section, specifying consumption rates for various operational scenarios (underway laden/ballast, auxiliaries, in-port loading/discharging) and provides conversion factors for different fuel types (MGO/MDO, IFO-180, IFO-380). Pricing is based on Defense Logistics Agency - Energy (DLA-E) standard prices, with MGO/MDO priced at $1,188.68 per metric ton, IFO-180 at $759.23 per metric ton, and IFO-380 at $752.47 per metric ton. The document allows offerors to itemize specific costs and provides a structured approach to pricing a vessel charter for military maritime operations.
