About this file
This is a Technical Offer Worksheet that establishes the technical proposal requirements for offerors responding to solicitation N3220526R0005 for a clean, double hull tanker capable of carrying a minimum of 240,000 barrels of clean petroleum products (JP5, JP8, JAA, JA1, or F76). The worksheet outlines 13 technical requirements that offerors must address, including vessel certification and documentation standards. Key requirements include: vessel participation in the Ship Inspection Report (SIRE) System; submission of a current Q-88 inspection report dated no earlier than 60 days prior to offer submission; warranty that the vessel has not been rejected or refused by any charterer or refinery since joining SIRE; stowage plans for each cargo type; current Safety Management Certificate (SMC), International Ship Security Certificate (ISSC), and Certificate of Inspection (COI); specification of cargo tank heating coil types and pressure testing results (within 12 months of offer); cargo history for the previous six months; internal tank coating types (with coal tar explicitly prohibited); and compliance capability with Fuel Delivery Station requirements per Attachment (14). Special provisions address new construction vessels, which may warrant future compliance rather than provide existing documentation. For vessels exceeding 20 years of age during contract performance, additional compliance requirements outlined in PART II(o)(7) apply. The worksheet accommodates both existing vessels and new construction offerings, with modified documentation requirements for new builds that have not yet entered commercial service.
