The procurement is a 100% small business set-aside on a Firm-Fixed Price basis.
Place of performance is Honolulu, Hawaii, at Joint Base Pearl Harbor-Hickam. The requirement comprises two main service lines: bus transportation and event sanitation. For transportation on September 12, 2026, the contractor must provide ten motorcoach buses—eight with a minimum capacity of 50 passengers each (with at least five ADA-compliant units) and two standby buses with 44-passenger capacity—to transport attendees between the Navy Exchange Parking Lot and the event at 37 Vandenberg Boulevard. The contractor must develop final route plans, station dispatchers at all loading zones, and maintain continuous bus availability at the event loading zone. For sanitation, the contractor must provide thirty portable toilets (including two ADA-compliant units) and five handwashing stations, installed by September 10 and removed by 1900 hours on September 12. An optional Friday school shuttle service (September 11) for up to ten motorcoaches may be exercised if the government provides written notice by August 22.
All drivers must be at least 21 years old with valid Hawaii commercial driver's licenses, a minimum of three years' bus operation experience, clean driving records, and fluency in written and spoken English. All contractor and subcontractor personnel require base access vetting through the Pass & ID office. The contractor must submit personnel rosters within two calendar days of award and provide proof of Commercial General Liability, Automobile Liability, and Workers' Compensation insurance compliant with Hawaii law, with thirty days' written notice for cancellation or material changes. The contractor must achieve 85% on-time schedule performance and one-hour response time for vehicle breakdowns, with 100% compliance required across safety, route performance, equipment readiness, personnel licensing, and insurance. Evaluation considers price and technical capability with no specified weighting. The NAICS code is 561920, Convention and Trade Show Organizers. Points of contact are A1C Franz Angelo S. Update #2 · Latest ·
This solicitation has been amended, and the following changes have been made:
- Restructured Scope and Introduced Optional Service: The scope of work has been fundamentally restructured. The service for Friday, September 11, 2026, is now defined as an "Optional School Shuttle Service" under an OPTION CLIN. The Saturday, September 12 service is now the "Primary Public Shuttle Service."
- Added Option Exercise Terms: Section 2.10 has been added to detail the terms for the new optional Friday service. The Government must provide written notice to exercise this option by August 22, 2026, and will provide the final school list and schedule by September 1, 2026.
- Removed Parking Negotiation Requirement: The previous requirement for the contractor to negotiate for 1,000 parking spaces (formerly Section 1.1.1) has been removed.
