About this opportunity

The Department of the Air Force, 436 Civil Engineer Squadron at Dover Air Force Base, seeks quotes for water treatment services for HVAC systems, with quotes due July 14 at 1:00 P.M. EDT and questions due July 1 at 1:00 P.M. EDT. This is a total small business set-aside under NAICS 238220 with a size standard of $19 million.

Place of performance is Dover Air Force Base, Delaware. The contractor must provide all labor, tools, transportation, and supervision for corrosion, slime, and algae control in condensers; thermal ice storage system servicing; closed-loop heating and cooling system maintenance; gas-fired heating hot water system service; and water softener maintenance across multiple facilities. The contractor must employ experienced industrial water treatment technicians with a minimum of five years' continuous experience and include a chemical engineer on staff with resumes submitted for approval prior to award. Services are performed during normal duty hours (7:30 A.M. to 4:30 P.M., Monday through Friday, excluding federal holidays) with emergency on-site response within 24 hours and telephone response within 30 minutes.

Technical requirements include monthly on-site testing and analysis (microbiological, water, deposit, and metallographic failure analysis), monthly chemical treatment programs using molybdate combinations for closed loops, propylene glycol for freeze protection, solar salts for water softeners, and biocide for glycol ice banks. The contractor must submit written testing procedures within 10 calendar days of award and monthly reports within five business days. Performance thresholds require 100 percent monthly testing of all systems, 95 percent timely service call response and repairs, and 100 percent timely and accurate report submissions.

Contractor personnel require criminal background investigations, antiterrorism awareness training, operational security compliance, and Common Access Cards (CAC) if requiring logical or physical access to Department of Defense networks or facilities. No bulk chemical storage is permitted on Dover Air Force Base. Amendment 0006 establishes Government-provided Not-To-Exceed amounts for propylene glycol material CLINs; all offerors must use the fixed NTE amounts provided on the updated Quote Schedule (Attachment 14, revised July 24) to remain responsive.

The base contract period runs October 26, 2026 through September 30, 2027, with four option years and a six-month extension through March 31, 2032. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology across three factors: price (Total Evaluated Price ranking), technical proposal (four subfactors: Technical Approach, Staffing & Transition, Quality Control, and Mission Essential Plan—all rated acceptable or unacceptable with any subfactor failure rendering the entire technical proposal unacceptable), and past performance within five years involving similar scope, magnitude, and firm-fixed-price water treatment work (neutral or unknown ratings treated as acceptable). Service Contract Act prevailing wage rates (Wage Determination 2015-4217) apply. The incumbent contractor is Coastline Ltd. under FA449722C0003 with current contract value of $462,890.00. A mandatory site visit occurred June 25 at Dover Air Force Base.
