The contractor shall furnish all labor, tools, transportation, and supervision necessary to provide a comprehensive service program controlling corrosion, slime, and algae in condensers while servicing thermal ice storage systems, closed loop heating and cooling systems, gas-fired heating hot water systems, and water softeners across multiple facilities listed in Appendix A.
The contractor must employ experienced HVAC system water treatment technicians with a minimum of five years' continuous experience, including a chemical engineer on staff. Required services include monthly on-site testing and analysis, operator training, system log review and program adjustments, and glycol addition to closed loop systems, with phone response within 30 minutes and 24-hour emergency on-site arrival. Specific chemical treatment programs are mandated: molybdate combination with polyacrylate dispersants and tolyltriazole for closed loops (maintained at 60-80 ppm molybdenum depending on loop type), propylene glycol for freeze protection, biocide for glycol ice banks (tested biannually), and solar salts for water softeners (tested monthly to maintain hardness below 1 PPM). The contractor must conduct monthly surveys identifying back-flow preventer and pot feeder needs, submit written testing procedures within 10 calendar days of award, and provide monthly reports within five business days including pH, conductivity, molybdenum, and freeze point data. Performance thresholds require 100 percent monthly testing of all systems, timely response to 95 percent of service calls, and 100 percent accurate and timely monthly reporting. No bulk chemical storage is permitted on Dover AFB. Additional requirements include hazardous materials compliance with AFI 32-7086, security clearance and badging procedures, antiterrorism awareness training, operational security protocols, records management per AFRIMS standards, and manpower reporting via the CMRA database.
